Description
The contractor shall provide all management, tools, supplies, equipment, and labor necessary to operate and maintain Remotely Piloted Aircraft (RPA) training requirements. The contractor shall provide enough personnel to support up to 12 (and maybe 15 in the future) concurrent simulators, with a maximum of up to 40 events per day. Optional Contract Line Item Numbers (CLINs) will be included in order to increase events to a maximum of 80 per day (CLINs will be in multiples of five). Personnel will include Simulator Console Operators (SCO), Simulator Tactical Programmers (STP), Simulation Duty Director (SDD), Administrative Support personnel, and site lead. A few of the personnel duties are listed below: The primary duty of the SCO is to provide real time Predator Mission Aircrew Training Simulator (PMATS) mission support to on-going simulator missions, including EPE's, Launch and Recovery, Continuation Training (CT), regular syllabus missions, student practice missions, debriefs and VIP and/or guest demonstrations. The SCO shall arrive 15 minutes prior to the scheduled start time of the event and is responsible for loading the appropriately scheduled missions ahead of the arrival of the instructor and student crew scheduled for the simulator. Each event lasts between 2.5 to 3.0 hours The SCO shall maintain an immediate presence during the conduct of the mission in order to provide real-time tactical adjustments as directed by the instructor or CT crew. The SCO will inject pre-planned inputs taken from scripts provided by the Government via voice communications or via the mIRC chat program. During the event, the SCO will manage a government provided real-time flight tracking program (such as Zeus) by having the software loaded and configured for the Instructor to reference. The SCO shall provide troubleshooting assistance for maintenance or programming issues that may occur. The SCO shall coordinate with the Simulator Duty Director to resolve malfunctions. The primary duty of the STP is the construction, maintenance adaption, correction and troubleshooting of PMATS mission scenarios for all training events. This includes air to ground munition (AGM) 114, Guided bomb Unit (GBU)-12, and GBU-38 weapons profiles, robust target array visual setups to include explosions, patterns of life, vehicular travel, city construction, road patrols with IEDs, and other real-world scenarios in accordance with (IAW) training syllabi, real time flight tracking program updates, and map updates to the PMATS. The scenarios for the STPs to build will be provided by the government, and will be accepted by the appropriate military subject matter expert (SME) as determined by the 16 TRS/DO. The tactical programmer shall also transfer files as requested by instructors between the base network and the simulator dedicated network prior to scheduled events so they are available in the PMATS during training. At least one STP will be available during all normal operating hours. The primary duty for administrative support is to support three (3) of the flying squadron's training programs, which are located in three different buildings. The normal duty day for these positions is M - F 0730 - 1630 (Normal Hours of Operation). The contractor shall perform SCO, STP, and SDD services during the following hours: M-F 0445 - 2100. Due to seasonal requirements, these hours may be adjusted to start earlier (Monson season) or later (winter). The daily requirement will remain at 16 hours of functional training time. Firms responding to this sources sought notice are requested to provide 49 CONS with capability statements, which need to include at a minimum: Company Name Point of Contact Name and Number Registered in System for Award Management (SAM) Business Status (8(a), Small, Hubzone, Woman-owned, etc) under NAICS 611512 Commercial and Government Entity (CAGE) code. Capabilities statement should be submitted via e-mail to all of the POCs no later than 4:00PM MST on 14 December 2016.
