SOURCES SOUGHT NOTICE Master Plan Revisions Solicitation: W9127N-17-R-0023 Point of Contact: Eric Oldenkamp, Contract Specialist, eric.j.oldenkamp@usace.army.mil CONTRACT INFORMATION: This announcement is a Sources Sought Notice to gather information for acquisition planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. The purpose of this sources sought is to determine the market interest, socio-economic status of interested firms as well as the availability and required capabilities of interested parties. The Government intends to use the responses to this sources sought notice as basis to make an appropriate acquisition strategy decision for this project. This is NOT a Request for Quote (RFQ) or Proposal (RFP). The requirement is to provide services needed to complete the revision of a project Master Plan (MP) or a geo-regional/watershed-based Master Plan for the U.S. Army Corps of Engineers (USACE) district offices of Portland (NWP), Seattle (NWS) and Walla Walla (NWW.) Revisions will be prepared in accordance with Corps policy outlined in ER/EP 1130-2-550 (or newer) and ER/EP 1130-2-540, and the Civil Works Review Policy 1165-2-214. Revisions must also comply with all applicable federal statutes, as well as, State and local laws and regulation. The Contractor shall use technical expertise in water and related land resource management to address the recreational, cultural, and natural resource needs at water resource development project or projects, resulting in a revision/update to one or more Master Plans. Scope of work covers the territory of the Northwestern Division of The U.S. Army Corps of Engineers (USACE), which includes the Omaha (NOW) and Kansas City (NWK) districts. The primary goals of the MP are to prescribe the overall land use management plan, resource objectives, and associated design and management concepts. Surface water recreational use may be addressed at some projects. MP goals include the following: • Provide management practices to respond to geo-regional needs, resource capabilities and suitability, and expressed public interests consistent with authorized project purposes; • Protect and manage project natural and cultural resources through sustainable environmental stewardship programs; • Provide public outdoor recreation opportunities that support project purposes and public demands created by the project itself while sustaining project natural resources; • Recognize the particular qualities, characteristics and potentials of the project; • Provide consistency and compatibility with national objectives and other state and regional goals and programs. Services to be provided may include, but are not limited to, the following: • Public Involvement Plan including Project Scoping • Resource and Recreation Use Analysis • Develop/Revise Resource Use Objectives • Reevaluate/Revise Land Classifications • Photographic Documentation • Develop/Revise Project Land and Water Surface Development Plans for all Fee Lands, Waters, and Easements • Develop Special Programs and Special Issues Policy/Plans • Public and Stakeholders Coordination • Develop a Resource Plan • Estimate Construction and Operations and Maintenance (O&M) Costs • Environmental Assessments (EA) - NEPA Process • Interpretive Plan Agenda • Documentation Production The 2012 North American Industrial Classification System (NAICS) code applicable to this effort is 541320 - Landscape Architectural Services; the SIC is 0781 - Landscape Counseling and Planning; the PSC is R404 - Professional Services/Land Surveys - CADASTRAL. The projected procurement will be a competitive Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award/Task Order Contract (MATOC) with a capacity of $9.5M, a 3-year base period, and a pool of 3-5 vendors.
