- Justification for Sole Source The Army Contracting Command, Tenant Contracting Division, Aberdeen Proving Ground intends to issue a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, 10 USC 2304 (c ) (1) to Scalable Network Technologies, 600 Corporate Pointe, Suite 1200, Culver City, CA 90230-7626. NAICS Code is 511210 and Business Size standard $21.0M. Product and Description: EXata Developer License (5D991) SCA-EXA-BASE, QTY: 1 EXata Platform License (Maintenance And Support) SCA-EXA-BASE-MS-17, QTY: 1 Federation Interface-License (HLA/DIS/Sockets) SCA-FEDINT, QTY: 1 Federation Interfaces (HLA/DIS/Sockets) (Maintenance And Support) SCA-FEDINT-MS-17, QTY: 1 JNE ITAR CONTROLLED, SCA-JNE, QTY: 1 StealthNet Library for JNE SCA-SlthNet-MS-17, QTY: 1 3-DAY Hands-on JNE Training Class, QTY: 1 The U.S. Army CECOM has a need to software license (The Battle Command Network Integration and Simulation) system to perform simulation of Soldier Radio Vaveform and Wideband Networking Waveform for Mid-tier Networking Vehicular Radios. Scalable Network Technologies is the only vendor that offers this proprietary software. There are no authorized vendors. Please see the attachment labeled, "justification" for further details as to why this action is being negotiated solely with Scalable Network Technologies, Cage Code 1BQA5. There are no solicitation documents; however, contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. Vendors who are not registered in System For Award Management (SAM) database prior to award will not be considered. Vendors may register with SAM by going on via the web to https://www.sam.gov. Responses must be received no later than 11:00 a.m., Eastern Daylight Time, 12 December 2016. Responses should be submitted electronically to sharon.a.gary.civ@mail.mil. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. TELEPHONE REQUEST WILL NOT BE HONORED.
