- INTRODUCTION The US Army Natick Research Engineering and Development Center (NSRDEC) in Natick, Massachusetts is issuing this Sources Sought synopsis as a means of conducting market research to identify potential sources that have the ability to provide an extended warranty and service contract for Zeiss LSM 710 confocal microscope. The specific requirements can be found in the ‘Required Capabilities' section of this sources sought. It is anticipated that a one year agreement will be established, with the total amount not to exceed $23,000. The results of this market research will used to determine the method of procurement. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGHATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The contracted effort will directly support a Zeiss LSM 710 confocal microscope used in ongoing and planned research efforts supporting mission requirements from both the Performance Nutrition Team and Food Protection and Innovative Packaging Team of the Combat Feeding Directorate. The system requires yearly maintenance to perform at optimal levels for consistency in data reproduction and experimental replication. Further some of the experimental designs are costly in labor and reagents with long durations making system down time directly responsible for incurring wasted resources. Preventative maintenance, repair and system support are integral to prevent project delays. The location for performance of repair, maintenance and support will be the US Army NSRDEC in Natick, Massachusetts, Building 36. REQUIRED CAPABILITIES Provide warranty coverage, support and service to LSM 710 system covering the confocal, lasers, microscope, and all Zeiss accessories for parts, labor, and travel. It is essential the contractor have an understanding of the LSM 710 confocal microscope system and be factory trained as a service technician. The contractor shall have expertise in the working of the Zeiss LSM 710 confocal microscope. Travel is anticipated under this agreement. Travel to NSRDEC once annually by the service agreement and on a contingency basis per each emergency repair service. 1)Scheduled and emergency service performed between the hours of 8:00 AM and 5:00 PM Monday through Friday excluding Gov't holidays. 2)Cover all travel charges within the continental USA. 3)One (1) preventative maintenance inspection per agreement year. 4)Include all replacement parts 5)Provide applications Support. 6)Provide software updates when available. 7)Provide factory trained Service Technicians SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than one 8.5 x 11 inch page, font no smaller than 10 point) demonstrating ability to provide the range of equipment and supplies listed in the Required Capabilities section. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to Ms. Sarah Cheney, in either Microsoft Word or Portable Document Format (PDF), via email (sarah.l.cheney.civ@mail.mil) no later than 12:00 p.m. (EST) on 16 DEC 2016 and reference this synopsis number in the subject line of e-mail and on all enclosed documents.
