Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. Market Research is being conducted to Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business, Small Disadvantaged Business, 8(a), Woman Owned Small Business or HUBZone interests. All responsible sources may submit a capability statement which shall be considered by the agency. The responses to this announcement will assist in determining the socio-economic set aside if feasible. The Veterans Administration is required by Public Law 109-461 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to participate. The Hampton Veterans Affairs Medical Center (VAMC) is trying to determine whether to set-aside an acquisition. Psychological assessments services is needed for VA Police Officers to determine if he or she is qualified to carry a firearm and perform his or her duties at the Durham VAMC. The scope of the acquisition includes but is not limited to: a. Personnel assigned by the Contractor to perform the services covered by this contract shall be licensed in a State of North Carolina. All licenses held by the personnel working on this contract shall be full and unrestricted licenses. b. Services shall be provided by a Psychologist(s) who has a doctorate from an American Psychological Association (APA) approved graduate program, is experienced working with adults, and is experienced in performing psychological assessments of police officer/law enforcement applicants. The Psychologist shall be a recognized expert demonstrating expertise in completing these specifically focused police officer exams. c. The contractor will complete approximately 35 psychological assessments within 3 consecutive days. Contractor must also be available for rescheduled appointments if officers are unable to make appoint due to scheduling conflicts. Have an established rapport and are familiar with the health history of current Durham VA Police Officers d. Proof of an outstanding service record providing services to various law enforcement agencies in Durham County, Wake County and Orange County, North Carolina. e. Available to provide stress management and assistance after a critical incident (officer involved shooting) within 1 hour. f. Has no physical/mental limitations or other conditions that may adversely affect his/ her ability to perform as required by this contract; g. Has not had a loss, reduction, restriction, or revocation of his/her clinical privileges at any institution; h. Has not, is not currently, and is not pending any litigation for medical malpractice; i. Is a member in good standing or has not had a loss of medical staff membership at/or from any institution; and j. Has not, does not currently, and has pending currently, no felony criminal charges against him/her. If your company is interested in performing these services, please notify our office of your intent. In response, please include the following: (a) a positive statement of your intent to submit a quote as a prime contractor (capability statement); (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and phone numbers. At least two (2) references are requested, but more are desirable. Responses to this notice should also identify whether or not the firm falls into any of the socioeconomic categories listed above. Your response is required by: Dec 9, 16 04:30 pm EST All capable Service Disabled Veteran Small Businesses are encouraged to respond. The Government will not pay for any information solicited.
