THIS IS A NOTICE OF REQUEST FOR INFORMATION ONLY Request for Information (RFI) for VA Memberships in the American Hospital Association (AHA) for the Veterans Health Administration (VHA). DESCRIPTION The purpose of this RFI is to conduct market research to facilitate the procurement of VA Memberships in the American Hospital Association (AHA) on behalf of Veterans Health Administration (VHA). AHA will provide annual institutional or associate memberships by titles to VA Health Care facilities. This notice is for planning purposes only and does not constitute a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract. It is emphasized that this is a notice solely for planning and informational purposes This RFI encourages potential contractors to submit a non-binding statement of interest and documentation substantiating that they have a product they assert meets the stated requirement. Further, the RFI is intended to assess industry s capability to support and/or develop an adequate solution to the Government s continuing need(s). The Strategic Acquisition Center (SAC) is requesting responses from qualified business concerns. The qualifying North American Industrial Classification System (NAICS) code for this effort is 819130 Business Associations. This RFI is to gain knowledge of potential qualified sources and respective size classifications (i.e., Service-Disabled/Veteran-Owned Small Business (SDVOSB/VOSB), HubZone, 8(a), Small Business, Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), or Large Business) relative to NAICS code 819130. Responses to this notice, will be used by the Government to make appropriate acquisition decisions. After review of the responses to this notice, a solicitation announcement may be published. Responses to this RFI are not considered adequate responses to any corresponding solicitation announcement. All interested offerors would be required to respond to the solicitation announcement in addition to responding to this RFI. The objective of this effort is to provide institutional, associate (where applicable) and individual Personal Membership Group (PMG) memberships for all VA hospitals, medical centers, medical and regional office centers, and independent health care systems and outpatient clinics; the domiciliary; VISN director offices; and the VHA Headquarters in VA Central Office listed herein, in the American Hospital Association (AHA), and the American Society for Healthcare Engineering(ASHE); the American Society for Healthcare Environmental Services(ASHES); the Association of Healthcare Volunteer Resource Professionals (renamed from American Society of Directors of Volunteer Services/ASDVS; the Society for Healthcare Consumer Advocacy(SHCA); the Association For Healthcare Resource & Materials Management(AHRMM); the Society for Healthcare Strategy and Market Development(SHSMD); the American Society for Healthcare Human Resources Administration(ASHHRA); and the American Society for Healthcare Risk Management (ASHRM). MEMBERSHIPS INSTITUTIONAL/ASSOCIATE MEMBERSHIPS: The AHA shall provide copies of manuals, monographs, pamphlets and brochures to long-term and short-term care facilities, and institutional associate members, listed in this contract. In addition, the AHA shall also provide the following: AHA Guide to the Health Care Field annual directory Trustee monthly journal The Volunteer Leader quarterly journal AHA Hospital Statistics annual statistical profile Hospital Medical Staff monthly AHA News weekly publication Hospitals & Health Networks a biweekly magazine AHA Website online service with Members-Only section which includes customized resources and advisories Member facilities may also purchase other AHA publications at reduced member rates, as indicated in the annual resource catalog. INDIVIDUAL/PERSONAL MEMBERSHIP GROUP (PMG) MEMBERSHIPS: THE AMERICAN SOCIETY FOR HEALTHCARE ENGINEERING (ASHE) OF THE AMERICAN HOSPITAL ASSOCIATION: As members of this society, the facility program official responsible for Engineering Service will receive a variety of publications including the weekly ASHE e-news and Career Flash, the bimonthly "Inside ASHE" and other periodic alerts and technical documents. The Complete AHA Catalog, the annual membership directory, recognition through the APEX program, access to affiliated chapters at the local, regional or state level, reduced registration fees for the ASHE Annual Conference and other AHA educational programs. The member rate for the CHFM certification offered through the AHA Certification Center, access to the AHA Resource Center, ASHE list serve, and regulatory consultation through "Ask ASHE" member access to the society and AHA Websites, and other benefits as determined by the ASHE Board and AHA. THE AMERICAN SOCIETY FOR HEALTHCARE ENVIRONMENTAL SERVICES (ASHES) OF THE AMERICAN HOSPITAL ASSOCIATION: As members of this society, the facility program official responsible for Environmental Management Services will receive a variety of benefits and communications including the ASHES electronic quarterly newsletter "The Phoenix," the monthly "Health Facilities Management" magazine, the weekly electronic Briefings in Healthcare Environmental Services, and the ASHES monthly E-blast. Additionally access to the member only web section includes In Focus, a repository of regulatory and operational guidelines and other critical information related to quality, infection prevention and caring for the built environment. Contractor agrees to prepay and bear all mailing, transportation and handling charges for delivery of all publications as indicated in this contract. Orders for film service shall be paid by the ordering activity. Institutes Workshops Conferences Meetings: By submission of application, at member reduced or discounted rates, employees of covered facilities have the right to participate in institutes, workshops, conferences, meetings, and the following: Psychiatric Hospital Section Rehabilitation Hospital Section Maternal and Child Health Hospital Section Aging and Long-term care Hospital Section and other such events as may be developed/hosted by the AHA AHA Web Site and Fax-On-Demand Services: Employees of covered facilities will have access to the Members Only section of the AHA web site, as well as fax-on-demand services as may be provided by the association for disseminating information, AHA news or other products to institutional, associate and individual (PMG) memberships. Permits and Responsibilities: The contractor shall without additional expense to the Department of Veterans Affairs, be responsible for obtaining any necessary licenses and permits and for complying with any Federal, State, and Municipal laws, codes, and regulation applicable to the performance of this contract. Contractor shall also be responsible for all damages to persons or property that occurs as a result of the contractors fault or negligence. Annual Dues: Contractor shall prorate annual dues involving periods less than one calendar year, in accordance with current contractors by-laws. In the event a facility closes during the contract period, the right is reserved to transfer the membership to a new or replacement facility, without adjustment in dues, payment of transfer fees or other changes. Otherwise the membership will be terminated immediately upon written notice to the contractor. When a facility's membership is terminated, reimbursement by contractor of the prorated dues for that facility will be required. Acknowledgement of receipt of responses will not be made nor will respondents be notified of the OAO/SAC view of the information received. Do not send any material that requires a non-disclosure agreement or identify information that is business sensitive. Responses to this notice will not be returned.
