- The Contracting Department, NAVSUP Fleet Logistics Center (FLC), Norfolk, VA, intends to award a firm fixed price (FFP) indefinite delivery, indefinite quantity (IDIQ) contract to a single vendor under FAR Part 12 Acquisition of Commercial Items and FAR Part 13.5 Test Program For Certain Commercial Items . The purpose of this contracted effort is the professional development of Department of the Navy civilian employees. The Commander, Naval Information Forces (COMNAVIFOR) requires a vendor to create and deliver two targeted leadership development programs of study. The programs of study are to be aligned to the Department of Defense (DoD) Civilian Leader Development Framework, which can be found in Table 1 of Department of Defense Instruction 1430.16 entitled Growing Civilian Leaders. The two required programs are: 1. Senior Leadership Development Program (SLDP): 27 (non-consecutive) days of classroom-based training to meet civilian leadership development requirements for government civilians in the equivalent grades of GS-13 through GS-15. 2. Mid-Level Leadership Development Program (MLDP): 24 (non-consecutive) days of classroom-based training to meet civilian leadership development requirements for government civilians in the equivalent grades of GS-10 through GS-12. This is a new requirement. The North American Industry Classification System (NAICS) code for this acquisition is 611430, Professional and Management Development Training, with a Small Business size standard of $11.0M. After analyzing submittals received in response to a Sources Sought Notice posted on 27 May 2016, the Request for Quote (RFQ) will be set aside for Woman or Women-owned Small Businesses (WOSBs). The resulting contract, if awarded, will be for a five-year ordering period. FAR 52.217-8 Option to Extend Services will be included in the solicitation and contract. All options will be evaluated in accordance with FAR 17.206(a). A complete RFQ package will be available by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 19 December 2016. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov.
