- Answers to Questions This is a SOURCES SOUGHT NOTICE to determine the availability and capability of small and large entities, including private nonprofit entities, to provide any or all of the functions as stated in the Stem Cell Therapeutic and Research Act. Functions include bone marrow functions, cord blood functions, Single Point of Access, Patient Advocacy and Case Management, and maintaining a Stem Cell Therapeutic Outcomes Database. Full functions authorized under the act can be found via web search. The Division of Transplantation (Program), Healthcare Systems Bureau (HSB), Health Resources and Services Administration (HRSA) is seeking a contractor or multiple contractors to fulfill the following requirements. For the Bone Marrow Functions, the contractor will be required to do the following: 1. Operate a system for identifying, matching, and facilitating the distribution of bone marrow that is suitable matched to candidate patients. 2. Carry out a program for the recruitment of bone marrow donors, including identifying populations that are underrepresented among potential donors enrolled in the Transplantation Program and giving priority to activities that will increase representation for such populations. 3. Carry out informational and educational activities that support the recruitment of bone marrow donors. 4. At least annually update information to account for changes in the status of individuals as potential donors of bone marrow. 5. Support studies and demonstration and outreach projects for the purpose of increasing the number of individuals who are willing to be bone marrow donors to ensure a genetically diverse donor pool. 6. Facilitate research with the appropriate Federal agencies to improve the availability, efficiency, safety, and cost of transplants from unrelated donors and the effectiveness of Transplantation Program operations. 7. Maintain and expand medical contingency response capabilities, in coordination with other Federal programs, to prepare for and respond effectively to biological, chemical, or radiological attacks, and other public health emergencies that can damage marrow, so that the capability of supporting patients with marrow damage with disease can be used to support casualties with marrow damage. 8. Provide data in a standardized electronic format that enables transplant physicians to compare among and between bone marrow donors and cord blood units to ensure the best possible match for the patient. For the Cord Blood Functions, the contractor will be required to do the following: 1. Operate a system for identifying, matching, and facilitating the distribution of donated cord blood units that are suitable matched to candidate patients and meet all applicable federal and state regulations from a qualified cord blood bank. 2. Allow transplant physicians and other appropriate healthcare professionals to reserve a cord blood unit for transplantation. 3. Support and expand new and existing studies and demonstration and outreach projects for the purpose of increasing cord blood unit donation, collection from a genetically diverse population, and expanding the number of cord blood u nit collection sites. 4. Coordinate with qualified CBBs to support informational and educational activities. 5. Maintain and expand medical contingency response capabilities, in coordination with other Federal programs, to prepare for and respond effectively to biological, chemical, or radiological attacks, and other public health emergencies that can damage marrow, so that the capability of supporting patients with marrow damage with disease can be used to support casualties with marrow damage. 6. Provide data in a standardized electronic format that enables transplant physicians to compare among and between bone marrow donors and cord blood units to ensure the best possible match for the patient. For the Single Point of Access, the contractor will be required to do the following: 1. Permit and facilitate transplant physicians, other appropriate healthcare professionals, and patients to search by means of electronic access all available bone marrow donors and cord blood units available through the Transplantation Program. 2. Provide data in a standardized electronic format that enables transplant physicians to compare among and between bone marrow donors and cord blood units to ensure the best possible match for the patient. For the Patient Advocacy and Case Management functions, the contractor will be required to do the following: 1. Provide for a system of patient advocacy that will serve patients for whom the Transplantation Program is conducting or has been requested to conduct a search for a bone marrow donor or cord blood unit. 2. Provide case management services for any potential donor of bone marrow to whom the Transplantation Program has provided a notice that the potential donor may be suitably matched to a particular patient. 3. Provide the patient or his or her representative individualized services with respect to efficiently utilizing the Single Point of Access and assist with information regarding third party payor matters. 4. Determine whether a patient's search needs are being met. 5. Provide the patient, or his or her representative, information regarding bone marrow donors or cord blood units that are suitably matched and the progress of the search including if it has been interrupted or discontinued. 6. Identify and resolve problems in a search. 7. Ensure that patients have data available to them concerning resources available through the Transplantation Program, a comparison of transplant centers regarding search and other costs, post-transplant outcomes for individual transplant centers, information concerning post-transplant issues, and information concerning the process of receiving a transplant and the post-transplant process. 8. Conduct surveys of patients, or individuals acting on behalf of patients, to determine the extent of satisfaction with the system for patient advocacy and to identify ways in which the system can be improved to best meet the needs of patients. For the Stem Cell Therapeutic Outcomes Database functions, the contractor will be required to do the following: 1. For both the bone marrow functions and cord blood functions, collect, analyze, and publish data in a standardized electronic format on the number and percentage of patients at each of the various stages of the search process, including data regarding the further stage reached, the number and percentage of patients who are unable to complete the search process, and the reasons underlying such circumstances. For all recipients of contracts, the contractor shall be required to do the following: 1. Make available a standard dataset in a standardized electronic format for the single point of access that enables transplant physicians to compare among and between bone marrow donors and cord blood units to ensure the best possible match for the patient. Interested contractors may select and choose any of the functions that they intend to submit a proposal for in the future. Interested contractors may select one, some, or all of the functions. If multiple functions are selected, then the interested contractor must address any potential organization conflict interest (OCI) in its response. For the Bone Marrow Functions and the Cord Blood Functions, the NAICS code is 621999 and the PSC code is Q508. For the Single Point of Access the NAICS code is 518210 and the PSC code is D309. For the Patient Advocacy and Case Management Functions, the NAICS code is 621999 and the PSC code is Q101. For the Stem Cell Therapeutic Outcomes Database, the NAICS code is 541611 and the PSC code is B506. Interested potential offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability to perform the specific work as required. Responses must directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform each of the tasks described above at a sufficient level of detail to allow definitive assessment and evidence that the contractor can satisfy the requirements. Failure to provide sufficient information related to these functions will result in a finding that respondent lacks capability to perform the work. Responses to this notice shall be limited to 20 one-sided pages per respondent, and must include: 1. Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Capability statements and experiences related to performing similar functions. Must demonstrate past work experience that is on a national level. Must indicate which of the functions the contractor is interested in and the potential OCI of performing the functions. 3. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. 4. DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must be registered in the System for Award Management (SAM) database (http://www.sam.gov) in order to be considered as potential sources. 5. If the company has a Government approved accounting or purchase system, please identify the agency that approved the systems. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the services contained in this announcement. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. Responses to this notice must be received by the Contract Specialist named below not later than 4:00 PM Eastern Standard Time on Wednesday, December 7, 2016 for consideration. Please submit responses via e-mail. Responses to this announcement will not be returned, and there will not be any ensuing discussions or debriefings of any responses. However, information obtained as a result of this announcement may be reflected in the subsequent solicitation, and HRSA may contact one or more respondents for clarifications or for information that will enhance the Government's understanding. This announcement is Government market research, and may result in revisions in both its requirements and its acquisition strategy based on industry responses.
