- The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) intends issue an indefinite delivery indefinite quantity contract on a sole source basis to the American Meteorological Society. The purpose of the contract is to support of the National Centers for Environmental Predication (NCEP) and NOAA scientists publication of papers on various technical and scientific subjects such as meteorology, climate, space, and water. This modification is to a purchase order for commercial services and will be conducted using the procedures found in FAR Part 12 and FAR Subpart 13.5. Other than full and open competition is authorized pursuant to FAR 13.106-1(b). This modification will be issued on a sole source basis as the American Meteorological Society is the only service which includes 11 unique journals under its umbrella of publications that is able to provide a publication outlet for NCEP and its nine centers This notice of intent is NOT a request for competitive quotes. However, interested contractors may submit a narrative describing their capabilities and qualifications to perform the effort via e-mail to Ryan Doughan at Ryan.Doughan@noaa.gov no later than 2:00 PM EDT time on December 9, 2016. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
