- Draft Labor Categories and Hours Draft SOW Draft Solicitation DISCLAIMER: This is a DRAFT Solicitation to obtain industry input/comments. The information provided in this notice is subject to change and is not binding on the Government. This notice DOES NOT constitute a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject services. No funds are available to pay for preparation of responses to this notification. Any information submitted by respondents is strictly voluntary. No basis for a claim against the Government shall arise as a result from a response to this announcement. The purpose of this announcement is to provide the DRAFT Solicitation, Draft Statement of Work, and a draft of the anticipated labor categories and hours. Description of Requirement: The Naval Air Warfare Center, Aircraft Division (AIR-2.5.1.5) at Patuxent River, MD announces its intention to procure, on a competitive basis, the services necessary to provide for the research, development, design, integration, test and evaluation, deployment, training, technical management, and maintenance support for integrated Command, Control, Communications, Computers, and Intelligence (C4I) life-cycle engineering systems for the Naval Air Warfare Division (NAWCAD), 4.11.3, Ship and Air Integrated Warfare Division, St. Inigoes, MD. It is anticipated that this requirement will result in a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract. It is further anticipated this will be a Performance-Based and Non-Performance Based, Cost Plus Fixed Fee (CPFF) effort with a level of effort of 672,000 man-hours over a five (5) year period of performance. The Government plans to release a solicitation during the second quarter of FY17. A Sources Sought Notice for this effort was posted on 29 February 2016 with the following information: Solicitation Number: N00421-16-R-0023 Agency: Department of the Navy Office: Naval Air Systems Command Location: Naval Air Warfare Center Aircraft Division Pax River The Sources Sought is closed, and this current notice is NOT a request for capability statements. The DRAFT Request For Proposal (RFP), Statement of Work (SOW) and Labor Categories Information (attached) are being published with the intent to further enhance competition and teaming. At this time, Section L&M only contain clauses, offeror instructions and evaluation criteria will be included as part of the final RFP. Potential offeror's may submit written comments to the RFP not later than 1:00 p.m. EST on 16 December 2017. In particular, the Government is interested in comments that may lead to increased competition. The Government will consider all comments received; however, no response will be provided and the Government reserves the right to solicit for the required services in a manner of its own choosing in accordance with the applicable procurement regulations. This effort is planned as a Total Small Business Set-Aside requirement. The North American Industry Classification System (NAICS) code is 541330 with a small business size standard of $38,500,000.00. The Product Service Code (PSC) for this requirement is D302 - IT & TELECOM; SYSTEMS DEVELOPMENT. This requirement is a follow-on procurement to contract N00178-06-D-4681-M801. It is anticipated that any resultant solicitation will be added to this notice or released under a separate notice on the Federal Business Opportunities (FEDBIZOPPS) website at https://www.fbo.gov/. This is not a request for capability statements or questions. The Government will not accept or respond to questions or to requests for meetings with potential offerors about this requirement.
