- Synopsis: This is a NOTICE OF INTENT for RFQ HSSS01-17-Q-0027 that will be negotiated on a sole source basis, with Transunion Risk and Alternative Data Solutions, Inc. The Government intends to negotiate a firm fixed priced contract with Transunion Risk and Alternative Data Solutions for TLOxp Premium for Law Enforcement. TLOxp Premium offers proprietary linking and assessment algorithms that have the capability to link common denominators among multiple queried fields. This allows users to filter through a repository of public and proprietary data almost instantly. A sole source procurement is authorized in accordance with FAR 6.302-1 based on the fact that there is only one source available. The North American Industry Classification System (NAICS) for this procurement is 519190-All Other Information Services. The Product Service Code (PSC) for this procurement is D317-IT and Telecom Web-Based Subscription. **PLEASE NOTE THAT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. This notice of intent is not a request for competitive quotations. Interested parties who believe they can meet the requirements may submit a written proposal that details their specific capabilities relative to the items being procured. Written information must be submitted electronically to sean.murphy@associates.usss.dhs.gov. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee that this requirement will become a competitive procurement. A determination by the Government not to open the requirement to full and open competition, based on response to this notice, is solely within the discretion of the Government. Any response to this notice must be submitted to the contract specialist identified herein no later than December 6 at 10:00AM EST, after which time, a purchase order shall be issued. Late submissions of interest will not be considered for this procurement, but may be considered for future procurements.
