- Pre-Solicitation Notice: The National Park Service, MWR NEKOTA Major Acquisition Buying Office (MABO) intends to issue a solicitation for performing structural repairs to the Washington and Lincoln Parking Ramps at Mount Rushmore National Memorial, Keystone, South Dakota. This project will include all work and planning to complete structural repairs of the visitor parking garages with work to include Slab Repairs, Overhead/Vertical Concrete Patching, Beam and Wall Grout Pocket Repairs, Light Well Concrete Wall Repairs, Concrete Pour Strip Repairs, Post-Tensioned Concrete Slab Repairs, Removal of Joint Gland and Dowel Slabs, Installing Shoring and Protection, Reinforcing Steel (Epoxy Coated), Overhead Clearance Bar Installation, Epoxy Injection of Beam Cracks, Waterproofing Foam Injection (Foundation Walls), Repair of Construction Joints and Cracks, Replacement of Expansion Joints, Wall Panel Joint Replacement, Provide Cove Sealant, Light Well Wall and Beam Coating, Heavy Duty Traffic Coating, and Concrete Sealer Application. The parking garage complex consists of a Washington side and a Lincoln side, two sections. The government intends to direct a two phased approach with each phase being substantially completed before beginning the next. Phase one must be substantially completed prior to May 25, 2017 and Phase 2 must not commence prior to September 5, 2017. This project is set-aside 100% for Women-Owned Small Business (WOSB) using NAICS Code 236220 with a size standard of $36.5 M. Contractors that are eligible to submit offers under the WOSB category must ensure they comply with FAR 19.1505(e) regarding the use of and verification of eligibility documents (ref. 13 CFR 127.300) submitted to the WOSB Document Repository. The magnitude of this project is $500,000 to $1,000,000. The National Park Service, Midwest Region (MWR), NEKOTA MABO, intends to award a firm-fixed price, construction contract in response to this solicitation. The government intends to issue Solicitation Number P17PS00011 and its attachments, on or about Wednesday, January 4, 2017. The bid opening date will be approximately 30 days after the solicitation issue date. The intended period of performance will be approximately 180 days. The solicitation will be posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The solicitation package, including applicable drawings, plans, etc., will be posted to FedConnect at https://www.fedconnect.net. No hardcopies or email copies will be provided. Offerors must have a DUNS number, be registered and active in the System for Award Management (SAM) http://www.sam.gov to include complete Representations and Certifications, and have submitted the required documents to the WOSB Document Repository in order to be eligible for award.
