SOURCES SOUGHT: PSYCHIATRY LOCUM TENEN SERVICES, WACO, TX Disclaimer This Sources Sought is issued solely for information, market research, and planning purposes only and does not constitute a solicitation. It does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This Sources Sought does not commit the Government to contract for any supply or service whatsoever. Any contract that might be awarded based on information received or derived from this market research will be the outcome of the competitive procurement process. All information received in response to this Sources Sought that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought. Purpose This purpose of this notice is to assist the VA in the determination of sources and receive questions/feedback from industry. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Synopsis This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (HubZone, 8(a), small, small disadvantaged or service disabled veteran owned small business) relative to NAICS 561320, Temporary Help Services (size standard of $27.5 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of responses to this sources sought synopsis, a solicitation announcement may be published to the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the anticipated solicitation announcement. All interested offerors will also have to respond to the actual solicitation announcement, in addition to responding to this sources sought announcement. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, is seeking potential Contractors capable of providing onsite Psychiatry Locum Tenen Services for the Central Texas Veterans Health Care System (CTVHCS), Waco VAMC, located at 4800 Memorial Drive, Waco, TX 76711. The services must be provided onsite during regular clinic hours from 8:00am to 4:30pm. This tour of duty does not include evening and/or weekend and holiday on-call services, but these services may be included as an optional line item. In the event that overtime hours are required, prior approval must be received by the CTVHCS supervising physician. The Contractor shall be capable of providing one (1) provider for 1.0 FTE for the provision of these services. The total number of estimates hours is 1040 per performance period, for a total estimate of 2080 hours. The intended contract period will be for a six-month performance period, with one six-month option period, for a total of one year. Payments under the contemplated requirement would be made based on an hourly rate for approximately 40 hours per week. Operational activities include but are not limited to, handling all operational activities of the psychiatric health clinic and using the VA Computerized Patient Record System (CPRS) to enter all information related to patient care. The contractor would provide psychiatric health services in a clinical environment, solely to veterans. Contractor personnel will be required to perform psychiatric evaluations, individual therapy, psychopharmacology, intake evaluations, and consultations. The caseload will be comprised of an outpatient panel of approximately 12-20 patients per day or inpatient panel of approximately 16 patients per day, including walk-ins, as described below: New patient       1 hour session Follow up                 30 minute session Walk in                          15 minute session Provider(s) shall serve as team member for an Interdisciplinary Treatment Team, comprised of a variety of clinicians, including but not limited, to psychologists, social workers, and registered nurses, which provide coordination of care for the caseload. Providers shall participate in quality management activities, which pertain to his/her contract duties. Additionally, contractor personnel are expected to comply with all relevant VA policies and procedures, including those related to quality patient safety and performance. Provider qualifications are subject to review by the CTVHCS Chief of Staff and to approval by the VA Facility Director. The providers must be Board Certified with an unrestricted license to practice in the state of Texas. The Contractor candidate(s) shall be capable of being credentialed and privileged by CTVHCS prior to performing services under this contract and shall be mentally and physically able to fulfill responsibilities. Contract providers must be able to utilize electronic record systems, including keyboarding.
