- JOFOC Televue/Direct TV The Federal Emergency Management Agency FEMA), Mt. Weather Emergency Operations Center (MWEOC) intends to award a 3 year, inclusive period of performance task order, as part of the Direct TV Satellite Programming under their Direct TV Hospitality and Institutions Programming Services rate schedule. These Direct TV Programing Services support the MWEOC mission by providing news, information, and situational awareness to assigned personnel. MWEOC distributes programing on a government owned and operated Cable Television Distribution System, and obtains Direct TV program services from Direct TV for Business (Hospitality and Institutions). While Direct TV contractors offer several base programing packages, many of these packages contain unnecessary entertainment and shopping channels that exceed the government's requirements for news, information, and situational awareness programing. Required services consist of the contractor providing the following programing in the standard definition format for 500 units. The below programing services are currently received at MWEOC. They are associated with the Direct TV "Fundamentals" package. Programming includes: Audience Network, Bloomberg Television, CNN, Headline News, C-Span, C-Span 2, Fox News Channel, The Weather Channel, Discovery Channel, National Geographic, FX, The Learning Channel, TNT, TBS & USA. Additional programing services also provided at MWEOC are associated with the "Business Networks" package including: Fox News Channel, Fox Business Channel, MSNBC, CNBC & Bloomberg Television. The "Local Channels" package (Washington, DC area) is also received. The anticipated Period of Performance will be 1/1/17 through 12/31/19. Televue is the only known Direct TV contractor who will provide the "Fundamentals" package under GSA Contract #GS-03F-0029L. This package is no longer offered or listed on the Direct TV Hospitality and Institutions Programing Rate Card, however Televue has continued to provide this package to MWEOC as a (grandfathered) service. The Headend System utilized by MWEOC is an owned and operated COM 2000 system that is only compatible with the Direct TV system. All inquiries and concerns must be addressed in writing via this e-mail link addressed above within seven (7) calendar days from the date of publication of this announcement. Any response must show clear and convincing evidence the responder can meet the requirements listed herein and that competition would be advantageous to the Government. Information received would be solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
