Description
WINDOW FABRICATION FOR HISTORIC BUILDING, HAWAI'I VOLCANOES NATIONAL PARK This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number P17PS00189 is issued as a Request for Quote (RFQ), to fabricate 29 new to math original historic wood casement windows with associated screens for Hawaii Volcanoes National Park, Hawaii. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-90 dated October 25, 2016. This acquisition is a 100% small business set aside, using NAICS 321911, Wood Window and Door Manufacturing, size standard 1,000 employees. The contractor who is selected for this project will all personnel, equipment, tools, materials, supervision, and other items, and non-personnel services necessary to make 29 new to match original wood casement windows with associated screens as defined in the Scope of Work(SOW). The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this offer- the selected offeror must submit a completed copy of the listed representations and certifications. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses sited and incorporated by reference: FAR 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34 and the following clauses in paragraph (c) 52.222-41, 52.222-55. This acquisition will utilize the Lowest Priced Technically Acceptable (LPTA) Source Selection Process in accordance with 15.101-2. Award will be made to the offeror proposing the lowest evaluated price meeting or exceeding the acceptability standard for non-price factors. An evaluation rating of Technically Acceptable/Unacceptable will be assigned upon completion of the technical quotations evaluation. If an offeror receives a rating of unacceptable, they will not be considered for award. Evaluation Factors, (1) Technical Capability, (2) Price, and (3) Past performance. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
