- Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.3 and in accordance with the requirements of FAR 6.303-1, DHS intends to procure on a sole source basis with the American National Standards Institute (ANSI), 25 West 43rd Street, New York, NY 10036. This requirement will result in a firm fixed contract. The period of performance is for 12 months. The objective of the award is to provide technical assistance and policy guidance to DHS of which is a member of the International Organization for Standardization (ISO)/International Electrotechnical Commission (IEC) Joint Technical Committee (JTC) 1/Subcommittee (SC 37) on Biometrics. SC 37 is the worldwide forum for the development, approval and dissemination of formal international biometric standards. ANSI is the official U.S. representative to the International Organization for Standardization (ISO), and it is through ANSI that DHS has sole access to the ISO standards development processes. ANSI is the only organization supporting the development of international biometrics standards through its biometrics subcommittee (SC37) and six working groups. Interested sources may identify their interest and capability to respond to the requirement within 15 days from the date of this announcement. This proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be received no later than December 19, 2016., 12:00 pm, EST. The specific FAR Subpart supporting this justification is FAR 6.302-1 only one responsible source. The total estimated cost for this proposed action is $51,000.00.
