- RFQ/SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached. The General Services Administration (GSA) Technology Transformation Service (TTS)/18F's mission is to provide expert innovative solutions for our partner agencies in support of their missions and by so doing foster an effective, sustainable, and transparent government for the American people. The U.S. General Services Administration (GSA), Technology Transformation Service (TTS) is seeking quotations for Software as a Service (SaaS), brand name or equal to InVision Enterprise - Prototyping, Collaboration & Workflow Platform. The attached SOW contains a brand name or equal purchase description for one (1) commercially available product offered for sale to the public. The identification by brand name is intended to be descriptive but not restrictive, and is to indicate the quality and characteristics of products that will be determined satisfactory by the Government. Vendors submitting quotations of "equal" products will be considered for award if such products are clearly identified in the quotations and are determined by the Government to fully meet the salient physical, functional and performance characteristics specified in SOW. Salient Characteristics of Brand Name or Equal SaaS Product The solution must immediately demonstrate: ●The ability to automatically generate a set of screens by uploading a Sketch or Photoshop file ●The ability to view hosted design artifacts in a desktop or mobile browser ●The ability for multiple user accounts to contribute to shared prototype projects ●The ability to create guided tours through screens by leaving notes and trail markers ●The ability to have threaded conversations on specific elements of a UI design ●The ability to generate clickable prototypes including the ability to simulate common interactions by triggering an overlay, having a sticky header, and linking a hotspot to a location on the same screen ●The ability to create hotspot templates to easily extend interactions across a number of screens ●The ability to do a built-in screen-share of the use of a prototype for the purpose of demos and usability tests ●The ability to host shared design artifacts for members of a team through a desktop syncing app The ability to "inspect" hosted design files in order to get precise image dimensions, color values and other CSS properties ●The ability to simulate mobile and desktop prototypes ●The ability to view all prior versions of files ●The ability to assign licenses in any combination of users determined necessary. The intent of 18F is to assign these units using any method acceptable to 18F, which may necessitate switching user access on and off from month-to-month This requirement is being procured using FAR Part 13, Simplified Acquisition Procedures. This acquisition is 100% small business set-aside. NAICS Code 423430 - Computer and Computer Peripheral Equipment and Software Merchant Wholesalers; the small business size standard is 250 Employees. NAICS Code 511210 - Software Publishers; the small business size standard is $38.5 Million. NAICS Code 334614 - Software and Other Prerecorded Compact Disc, Tape, and Record Reproducing; the small business size standard is 1250 Employee. The Government contemplates to award a Firm Fixed Price order resulting from this solicitation. Request for Quotes (RFQ) number is RFQ- ID11170006. Responsible contractors that can meet the requirements in this solicitation are welcome to respond with comprehensive quotes via email to Julio Perdomo at julio.perdomo@gsa.gov by 9AM on December 19, 2016. The Government intends to award on a Lowest Price Technically Acceptable (LTPA) basis. Award will be made on the basis of the lowest price of all performance periods meeting or exceeding the acceptability standards for non-price factors for the SaaS product. Once the quotation is determined to be technically acceptable, award will be made based on the grand total lowest price of all performance periods including optional services.
