- Attachment 3 - Additional Clauses Attachment 2 - Market Basket Attachment 1 - Statement of Work Solicitation Form 1449 for SPE300-17-R-0018 The DLA-Troop Support seeks offers for a full line food distributor who will act as the Subsistence Prime Vendor responsible for the supply and delivery of perishable, semi-perishable, and GFM food items to the US military and other federally funded customers in Afghanistan. This acquisition will be solicited on a full and open competition basis. DLA Troop Support intends to make one (1) award. The length of a contract resulting from this solicitation will be for a term of 60 months, with three separate pricing tiers (instead of Option periods). The first tier shall be for a 24-month period (up to or inclusive of a 6-month ramp up period followed by an 18-month performance period). The second tier, directly following the first, shall be for an 18-month performance period. Finally, the third and final tier, following the second tier, shall be for an 18-month performance period. The total estimated dollar value including all pricing tiers is $1,500,000,000. The estimated total maximum dollar amount is $3,000,000,000 including all pricing tiers and surge requirements. The delivery sites, located throughout the aforementioned Area of Responsibility (AOR), require indefinite delivery quantities of semi-perishable and perishable items for the term of the contract. A more detailed listing of the current delivery sites (which are subject to change) can be found in the solicitation. All responsible offerors may submit proposals that will be considered by DLA Troop Support. The resultant award will be for a fixed-price Indefinite Delivery Indefinite Quantity Contract (IDIQ) contract, inclusive of an Economic Price Adjustment, with a guaranteed minimum value of 10% of the total estimated dollar value as cited above, or $150,000,000. Copies of the solicitation will be found on the DLA Internet Bid Board System at https://www.dibbs.bsm.dla.mil/. If not already registered, prospective offerors will be required to do so prior to viewing and downloading a copy of the solicitation. RFPs are in portable document format (PDF). In order to download and view these documents, prospective offerors will need the latest version of Adobe Acrobat Reader. This software is available free at http://adobe.com. Attachments in the solicitation will require Microsoft Office, Word and Excel to open files. A contract will be awarded to a Prime Vendor using Best Value source selection procedures.
