Description
Synopsis for Solicitation SPE600-17-R-5X04 Solicitation number SPE600-17-R-5X04 will be issued to acquire laboratory testing services in the Panama Region. The Contractor shall provide one or more laboratories capable of performing the following tests below: a) Aviation Turbine Fuel, Grade JET A and JET A-1, NATO F-35 (Specification: ASTM D1655, latest version) b) Turbine Fuel, Aviation, Grade JP5 NATO F-44 (Specification: MIL-DTL-5624, latest version) c) Fuel, Navy Distillate NATO F-76 (Specification: MIL-F-16884, latest version) d) Marine Fuel Oil Grade (MGO) (Specification: ISO 8217 latest version) The laboratories shall have a system of calibration equivalent to ISO 10012-1-Quality Assurance Requirements for Measuring Equipment and meet the equivalent requirement of ISO 17025- General Requirements for the Competence of Testing of Calibration Laboratories. All testing shall be performed in accordance with approved DLA Energy test methods listed in MIL-STD-3004. Testing of U.S. Government-owned fuel products is required 24 hours per day, 7 days per week (including holidays). If multiple locations are proposed, the Contractor must be capable of performing tests in accordance with the Government's specifications. The performance is for a four (4) year period of August 1, 2017 through July 31, 2021. The solicitation will be issued on or about December 14, 2016 and the Request for Proposal (RFP) closing date will be on or about January 26, 2017. This procurement will be a full and open competition. The solicitation will be published electronically on the Federal Business Opportunities website at www.fbo.gov. This is not an RFP, a promise to issue an RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
