Description: REQUEST FOR PROPOSAL This posting is best viewed at FAA Contract Opportunities, https://faaco.faa.gov. Amendment is issued to answer vendor question(s) and provide clarification. See attached. Pre-proposal Site Visit agenda and sign-in sheet are also attached. Amendment 0001 is issued to answer vendor questions and provide additional information. See attached. The Federal Aviation Administration (FAA), Eastern Logistics Service Area-ASO, College Park, GA, is issuing Screening Information Request (SIR) Number DTFASA-17-R-00047, Upgrade Taskers 500 RVR, Three Separate Locations, as detailed in the Specifications and Drawings attached to the Solicitation in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this notice. The estimated magnitude of construction is between $500,000 and $1,000,000. REQUEST FOR INFORMATION All questions shall be addressed to the Contracting Officer in writing at linda.hennequant@faa.gov. Any questions regarding this SIR/RFP must be received three (3) working days prior to the date set aside for offers due. All correspondences shall contain the SIR # in the subject line. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. SITE VISIT The FAA urges and expects offerors to inspect the site where the work will be performed. A one-time site visit will be conducted on 21 November 2016 @ 11:00 AM (local time) at Melbourne International Airport is 551 S Apollo Blvd #107, Melbourne, FL 32901. Next, the contractors should plan to proceed to Orlando FL to continue the Pre-Bid at the Orlando Executive Airport (Orlando Executive Airport, 365 Rickenbacker Dr., Orlando, FL 32803). Last, a discussion of the Lexington Regional Airport site drawings, photos, and addendum will take place after the Orlando Executive Airport site visit. There is currently no on-site visit scheduled for the Lexington Regional Airport site. THE SITE VISIT TIME IS THE LOCAL TIME AT THE SITE. Please provide Linda Hennequant at linda.hennequant@faa.gov with a list of attendees at least one day prior to the appointed time. The on-site POC will be Nacho Brantley and his number is 404-991-0386. Information provided at this site visit, as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. ATTENDANCE AT THIS SITE VISIT IS STRONGLY ENCOURAGED. EVALUATION Offers will be evaluated using criteria described in Section M of the SIR. Technical combined with Past Performance and Relevant Experience is significantly more important than price. However, due to funding constraints price is still an important factor. Please see Part IV “ Section M - EVALUATION FACTORS FOR AWARD, for complete evaluation factors for this requirement. No individual notification of any amendments will be provided. It is the Offeror's responsibility to visit this website frequently for updates on this procurement.
