Description
Fillable form to be included with the response to the Sources Sought Notice. SOURCES SOUGHT THIS IS NOT A SOLICITATION AND NO CONTRACT WILL BE AWARDED FROM THIS CONTRACT. The U.S. Army Corps of Engineers, Detroit District, is conducting market research to identify potential contractors that have the capability to provide construction services associated with a future navigational lock maintenance and repair project at the Soo Locks complex in Sault Ste. Marie, Michigan. The objective of the project will be in-situ replacement of miter blocks and quoin blocks on two existing lock gate leaves during a winter shutdown of the Soo Locks facility. Tasks will include: - Removal and replacement of gate miter blocks, zinc backing, rubber miter seals, and adjustment bolts; - Replacement of existing quoin blocks, with removal and replacement of the contact blocks, zinc backing, and adjustment bolts; - Fabrication of new fairlead lugs to be used to lift the miter gates; and - Fabrication of turning feet to allow the miter gates to be laid on their side. The lock will be dewatered and gates will remain in place during the quoin block and miter block replacement activities. The lock that is to be serviced is not adjacent to the shorewall, and access will be maintained via a bridge barge across the adjacent, near-shore lock, which will also be closed for winter maintenance. Any cranes and equipment required would be the responsibility of the Contractor. Winters at Sault Ste. Marie, Michigan typically involve high winds, heavy snow, and outdoor temperatures that may range from 20 degrees Fahrenheit to 30 degrees below zero. However, the contractor who undertakes this work will be responsible for establishing and maintaining a heated, wind-resistant, controlled work environment in and around each gate and work area. The work environment must be dry with a minimum temperature of 45 degrees Fahrenheit. 480-volt, three-phase electrical power and natural gas will be available at the worksite for the contractor's use in maintaining the climate-controlled environment. Other utilities must be provided by the contractor. The Soo Locks is a secure facility. The contractor will be required to conform and comply with the Government's policies and procedures for facility access. Personnel and vehicles are subject to search upon entry, exit and within the confines of the facility. The contractor will be required to confirm employment eligibility and to submit to a security background check for all on-site employees. The estimated cost of construction for this project is between $1,000,000 and $5,000,000. The North American Industrial Classification System (NAICS) code is for this work is 237990, which has a small business size standard of $36.5 million in average annual receipts. Estimated Time for Solicitation, Award, and Performance: The contract is expected to be solicited and awarded in the Spring-Summer 2017 timeframe. A Pre-Solicitation Notice will be published prior to issuance of any solicitation. Review of submittals and procurement of materials will be accomplished in Fall 2017, and construction will be completed within a strict 8-week shutdown period from January to March 2018. In total, the contract is expected to have a 9 month performance period. This is NOT a request for bids or proposals. This announcement is for planning purposes only to determine what pool of contractors is available, interested, and capable of performing the work. All qualified companies are encouraged to respond, including small businesses, veteran owned businesses, service disabled veteran owned businesses, HUBZone firms, woman owned businesses, 8(a) firms and large businesses. In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present the following information: 1. A fully completed Sources Sought Information Request Form, which has been posted as an attachment to this notice. 2. If applicable, identification and verification of the company as a Small Business, HUBZone, 8(a), Woman-Owned Small Business, or Service Disabled Veteran Owned Business, subject to verification by the Small Business Administration. 3. A letter from the firm's bonding company verifying that the firm can be bonded for a single award up to the value of this project (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 4. Past Experience - provide descriptions of two projects that are substantially complete or completed within the last ten years which are similar to this project in size, scope, and dollar value. 5. Descriptive statement of the contractor's capacity to perform this work at this location, addressing the ability to mobilize, subcontract as necessary, schedule, supervise, supply, and execute such work. 6. A statement indicating how much of the work would be self-performed by the potential prime contractor. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
