Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E224, Rockville, MD 20850, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB) plans to procure on a sole source basis service to conduct the Measurement of nitro-PAH DNA adducts in urothelial and buccal cell samples from University of Cincinnati, Kettering Lab Complex, 160 Panzeca Way, Room 127, Cincinnati, OH 45267-0056. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1), and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 325414 and the business size standard is 1,250. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The Division of Cancer Epidemiology and Genetics (DCEG) is an intramural research program of the National Institutes of Health (NIH), National Cancer Institute (NCI), that conducts population and multidisciplinary research to discover the genetic and environmental determinants of cancer and new approaches to cancer prevention. The purpose of this agreement is to quantify nitro-PAHs DNA adducts in urothelial and buccal cell from urine and buccal cell samples. Diesel engines are used in automobiles, generators, light-duty and heavy-duty vehicles as well as railroad locomotives. When diesel fuel burns in an engine, the resulting exhaust is made up of soot and gases representing thousands of different chemical substances. The particulate phase contains organic compounds including the more carcinogenic 4 and 5 ring polycyclic aromatic hydrocarbons and other nitro-polycyclic aromatic hydrocarbons. The gaseous phase and the particulate phase of whole diesel exhaust have been found to be mutagenic in bacteria and carcinogenic in animal experiments. Mechanisms of action are thought to include both genotoxicity and particle toxicity mediated through inflammation and possibly other mechanisms. The genotoxic component is thought to be caused by the organic compounds. Nitro-PAHs are considered to be the most genotoxic constituents of diesel exhaust, but no convincing data have been provided that this component of diesel exhaust is capable of forming DNA adducts in humans. The NCI is conducting a diesel biomarker study and will analyze nitro-PAHs DNA adducts in urothelial and buccal cell samples to study mechanism of diesel exhaust exposure for lung cancer and to provide additional evidence that diesel exhaust causes bladder cancer. The Contractor shall perform the following tasks: The Contractor shall apply the p32 postlabelling assay employing GC-MS confirmed nitro-PAH DNA adduct standards to analyze nitro-PAH DNA adducts for 20 urine samples and 20 buccal cell samples. 1. Reporting Requirement and Deliverables The Contractor shall deliver to NCI, no later than 10.5 months after award a written report including results of each sample in an electronic format of Microsoft Excel that enables further statistical analyses at NCI. 2. Inspection and Acceptance Criteria The Contractor shall provide to the Contracting Officer's Representative (COR) internal quality control data that will include data for NCI study samples. Should problems arise in the analysis of samples, the Contractor shall notify the NCI the COR within three days. All relevant internal quality control data shall be provided as well. NCI will have 15 days to review and accept these data. If no comments or request for revisions are provided within 15 days, the deliverables shall be considered acceptable. Government Responsibilities NCI will ship 900 ml urine for each of 20 samples, 1.8 ml for each of 20 buccal cell samples in one batch to the Contractor within 2 weeks of the contract start date. Samples will be coded and will not have any personal identifiers attached. The NCI principal investigators will review the final report from this project. Payment shall be made after the samples are delivered by the Contractor and approved by the NCI Project Officer. Payment authorization requires submission of invoice to the address shown in Block 21 of the purchase order. This is a firm fixed price order. QUESTIONS ARE DUE: September 16, 2016 at 11:00 AM, EST. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST, on September 19, 2016. All responses and questions must be submitted via email to Kathy Elliott, Contracting Specialist at Elliottk@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
