See attached Sources Sought This Source Sought notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of capability and availability of potential contractors. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. 1. CONTRACT INFORMATION: The Transatlantic Division, Middle East District (TAM), U.S. Army Corps of Engineers (USACE) is evaluating the ability of businesses to install tele-communication materials in connection with the relocation of an existing USACE relocatable building from a former location to a new location approximately one kilometer away. The relocation of the telecommunication equipment, servers, racks, and devices to the new office location will be performed by the Government. All work required will be within the Naval Support Activity II (NSA II) installation at Mina Salman Port, Manama, Kingdom of Bahrain. The NAICS code is 236220, Size Standard $36.5. TECHNICAL REQUIREMENTS: The contractor shall provide all tools, materials, supply and labor to perform the following work: a Underground Work: 1) Reroute one 48f Fiber Cable from the old USACE trailer location to B756 Telecom Room. Reroute, terminate, and test the 48f Fiber Cable from B756 Telecom Room to the new USACE trailer location. 2) Reroute one 50-Pair Backbone cable from the old USACE trailer location to B756 Telecom Room. Reroute, terminate, and test the 50-pair Backbone cable from B756 Telecom Room to the new USACE trailer location. 3) Provide required Splice Protection Sleeves, Splicing per Fiber Optic "FO" strand, Optical Time Domain Reflectometer "OTDR" Testing per FO Strand, Miscellaneous items (Screws, Rawl plug, insulation tape, Tie wraps, De-watering etc.), and Installation/Commissioning b. Interior Office Work : See attached New Office Space Allocation Plan Wiring 1) Install, Terminate and Test Forty Five (45) Category 6 unshielded twisted pair "Cat6 UTP" USACE Data drops in the office. 2) Install, Terminate and Test Forty Five (45) Cat6 UTP Non-Secure Internet Protocol Router NETwork " NIPR" drops in the office. 3) Install, Terminate and Test Forty Five (45) Cat5e UTP data source name " DSN" drops in the office. 4) Install PVC infrastructure for UTP drops. 5) Provide all Cat 6 UTP Cable (Green, Grey and Blue), UTP 24 port Patch Panels, 3"x3" dual RJ-45 dual and single sockets with face plates, UTP Patch cords 3M and 1M, PVC Containment for infrastructure. Miscellaneous items (back board, Cable ties, duct seal, paint, cable labels etc.) and Installation/Commissioning It is anticipated that a solicitation announcement will be published on the Federal Business Opportunities website ( https://www.fbo.gov/ ) on or about September 23, 2016. The estimated magnitude of this Service project is $15,000.00. The Government anticipates awarding a Firm-Fixed-Price contract. The period of performance is anticipated to be 30 calendar days after award. Delivery Point and Common Cut-Off Date and Time: All capability statements sent in response to this Sources Sought notice must be submitted electronically (via email) to Veronica Baldwin, Contract Specialist at veronica.j.baldwin@usace.army.mil in MS Word or Adobe Portable Document Format (PDF) no later than September 21, 2016 3:00PM EST. The subject line must specify quote Tele-Communication System, Bahrain - CAPABILITY STATEMENT quote mark. Facsimile responses will not be accepted. All responses must be received by the specified due date and time in order to be considered. ANY RESPONSES RECEIVED AFTER THAT DATE AND TIME WILL NOT BE CONSIDERED. Please be advised that in order to be eligible for contract award with USACE, your company must be actively registered in the System for Award Management (SAM) systems. It is recommended that you take the necessary steps now to ensure that your company is registered in this system.
