- GS05P16SAD7008 SYNOPSIS **THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET ASIDE.** The purpose of this acquisition is to procure Landscaping and Related Services for the U.S. Customs Cargo Inspection Facility, 2810 W. Fort St., Detroit, Michigan 48216-2069. This project includes, but is not limited to, mowing lawns, overseeding, edging, mulching, pruning, watering, weed, pest and disease control and plant maintenance. Lawns will be well maintained and free of weeds and trash. Lawns will be maintained at a height of 4 inches. Groundcovers shall receive rejuvenation pruning every year and be maintained within their established bed lines to maintain a weed free, neat consistent appearance. Ornamental grasses shall be maintained at a height between 24 inches and 26 inches per the Government's approval. Walkways, landings, and steps will be free of trash and weeds. Shrubbery, trees and other landscaping will be pruned to maintain a well groomed appearance and be free of deadwood, suckers, litter and weeds. Fence areas, turf areas, sidewalks, gutters, roadways and other surfaces included in the maintenance area shall be free of leaves, litter and other debris. Landscaping maintenance will be performed during the growing season on a cycle approved by the Government to maintain the outside area in a neat and clean manner, and the contractor shall provide the management, supervision, manpower, equipment and supplies necessary to provide landscaping and related services. The Contractor shall be responsible for performing all work under this contract in accordance with all Federal, State, County, City laws and codes, and follow the more stringent of them. In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to: Occupational Safety and Health Act (OSHA). This procurement is a total small business set aside. The NAICS code is 561730 (Landscaping Services), PSC is S208, with a size standard of $7.5 million. This is a negotiated best value procurement with a one year base period and four one-year option periods. Proposals will be evaluated on price and non-price factors. A pre-proposal conference is tentatively scheduled to occur during the week beginning October 17, 2016 (the actual dates and details will be stated in the solicitation). The solicitation will be available on or about October 3, 2016; the actual date for receipt of proposals will be stated in the solicitation. The solicitation will be available for download through the Federal Business Opportunities (FBO) (fedbizopps.gov) website. All interested vendors must be registered with this website in order to download the solicitation and amendments. Offerors will be responsible for downloading the solicitation and for monitoring FBO for amendments and/or additional information. All responsible small business concerns may submit a proposal which shall be considered by the agency. All offerors must be registered in the System for Award Management (SAM), located at www.sam.gov, in order to be considered for award. See the forthcoming solicitation for more information. Landscaping and Related Services for this location are currently being performed by Evergreen Exteriors, Inc., Chesterfield Township, MI. Current monthly price is $1,517.50. Because these specifications are performance based, it is the responsibility of the offeror to review the entire solicitation and base their proposal on this forthcoming solicitation.
