N00024-16-R-2321-0010 CONFORMED (REDLINE) N00024-16-R-2321-0010 CONFORMED N00024-16-R-2321-0010 N00024-16-R-2321-0009 15 September 2016 - Amendments 0009 and 0010 have previously been submitted to offerors in the competitive range, and are being provided via FBO for further reference. Amendment 0010 contained an attachment that is not being provided through FBO. This attachment can be obtained by emailing Stacy Crisman at stacy.crisman@navy.mil and Richard Rossi at richard.w.rossi@navy.mil. A Common Access Card (CAC) will be required in order to access the document. ______________________________________________________ 17 August 2016 - Amendment 0008 was submitted to offerors in the competitive range, and is being provided via FBO for further reference. Additionally, the Government is providing responses to additional bidders questions that were provided by offerors in the competitive range in regards to information provided in letters sent by the Government. ______________________________________________________ The Naval Sea Systems Command (NAVSEA) is issuing solicitation N00024-16-R-2321, pursuant to full and open competitive procedures (see FAR Subpart 6.1) and a best value tradeoff process (see FAR 15.101-1), in order to select a single contractor to accomplish the Execution Yard work for Ship Post Delivery efforts on the DDG 1000 (ZUMWALT) and DDG 1001 (MICHAEL MONSOOR) in the ships' homeport of San Diego, California. This is anticipated to be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with an ordering period from Government fiscal year (GFY) 2017 through 2021. The purpose of this contract is to provide management, labor, materials, and facilities, as required, to accomplish the DDG 1000 and DDG 1001 Post Delivery efforts from contract award through to the end of GFY 21. Post Delivery efforts include all availabilities for DDG 1000 and DDG 1001 during this time period to include the following: Post Delivery Availabilities (PDAs), Mission System Activations (MSAs), Post Delivery Test and Trials (PDT&T), Operation Evaluation (OPEVAL), Combat Systems Ship's Qualification Trial (CSSQT), and Chief of Naval Operations (CNO) Availabilities prior to the end of Shipbuilding and Conversion, Navy (SCN) Obligation Work Limiting Date (OWLD) for each ship. The intensive industrial periods within Post Delivery are the PDAs and PSAs. Other industrial efforts outside of PDAs and PSAs are considered Emergent Work and will be conducted during in port Window of Opportunities (WOOs) throughout PDT&T, OPEVAL, CSSQT, and CNO Availabilities. The PDA industrial efforts are in support of MSA testing, with overlap between the industrial activities for PDA and the commencement of MSA testing. Post Delivery support may be required during MSA, PDT&T, OPEVAL, CSSQT, and CNO Availabilities. Corrective and Preventative Maintenances will be conducted from each ship's arrival at the Contractor's shipyard to the end of Shipbuilding and Conversion, Navy (SCN) Obligation Work Limiting Date (OWLD) for each ship. All proposals shall be submitted in accordance with the RFP no later than 2:00 PM EDT on 27 May 2016.
