- Draft Statement of Work The Pension Benefit Guaranty Corporation (PBGC) intends to make a sole source award to Bloomberg BNA for access to its comprehensive and integrated computer assisted legal research services. These services include primary and secondary legal and non-legal content, specialized functionality, such as citator services, citation checking and hyperlinking functionality, access to all federal dockets, and news gathering and disseminating services. PBGC intends to procure the following services through Bloomberg BNA: Bloomberg Law, Benefits Practice Resource Center, Bankruptcy Law Resource Center, Corporate Law Resource Center, and BNA Convergence. This is not a Request for Quotation (RFQ), but a Notice of Intent. An RFQ will not be issued. Interested parties may submit their capability statements for the required services to David Poppe at poppe.david@pbgc.gov no later than 4:00PM Eastern Time on September 16, 2016. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. PBGC will not reimburse any costs connected with providing the capability information referenced above. Furthermore, oral communications will not be accepted in response to this notice.
