Introduction: This is a non-personal services Firm-Fixed Price (FFP) contract to provide trouble shooting and emergency repair work on EMCS (Energy Monitoring and Control Systems) within Baumholder Military Community. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Background: The Directorate of Public Works (DPW) in Baumholder has the responsibility of insuring the heating, ventilation and air-conditioning systems are operational, in most buildings within Baumholder Military Community these systems are controlled by an Energy Monitoring and Control System (EMCS). To ensure a reliable operation, broken parts must be replaced and programs must be extended, upgraded and changed. Baumholder DPW does not have adequate staff on duty to perform these duties and has requested the Theater Contracting Command (TCC) Kaiserslautern to solicit and award this requirement
