- This requirement has been amended to allow offers from small businesses offering the products of large business. See 2nd paragraph for details. The USDA APHIS VS Eagle Pass, TX facility is requesting quotes for perimeter fencing, posts and other materials in accordance with the attached statement of work for our Eagle Pass, TX facility. This acquisition is set aside 100% for small business under NAICS code 331222 with a size standard of 1000 employees. Pricing shall include delivery to our facility in Eagle Pass, TX. Installation will not be included in this acquisition. This requirement is subject to the Buy American Act. Due to a recent change in the Non-Manufacturer rule, any small business may quote this requirement with no minimum amount of manufacturing required to be performed by small business. Therefore the non-manufacturer rule does not apply to this requirement. All questions must be submitted in writing by email to the Contracting Officer at Robert.J.Zeglin@aphis.usda.gov The contracting Officer will post all Q&A to this posting as an attachment if applicable. The deadline for questions is 9/21/2016 by close of business. Submit quotes prior to the closing of the solicitation on company letterhead by email to the Contracting Officer.
