- REMINDER! Still time to register for this public forum! The Defense Logistics Agency (DLA) Disposition Services Sales is holding an Industry Day forum focused on Demilitarization (DEMIL) as a Condition of Sale for surplus property. The event is being held in Battle Creek, MI on Wednesday, September 28, 2016 from 8:00am – 3:00 pm EST. DLA Disposition Services is responsible for the disposal of military surplus property. All DEMIL required property must be demilitarized in accordance with DoD policies, procedures and environmental regulations to the point of scrap. One method used for this is called Demilitarization as a condition of Sale. The term DEMIL as a condition of sale (DCOS) is a sales method used by the DLA Disposition Services to complete DEMIL requirements on controlled property. The DEMIL process removes all offensive and defensive capabilities as well as destroys any military-specific designs and shapes. DLA Disposition Services would like input from industry regarding best practices that would increase the viability of these types of sales given today's scrap market prices. Specific areas of discussion will include the types of military equipment expected to become available for DCOS in the future, representative examples of the DEMIL preparations for the property, and information about how the agency currently conducts DCOS. This Industry Day will include an open forum to answer questions and obtain feedback regarding how DLA Disposition Services can best offer rolling stock, identify strategies to minimize costs, and obtain input for structuring sales that incentivize buyers and increase interest and participation in DCOS.
