- Sole Source Justification The U.S. National Arboretum (USNA) located in Washington, D.C. intends to issue a sole source, firm-fixed deliery order with a base period and one (1) option period to Blue Raster, LLC located in Arlington, VA 22201-3324. The proposed award is being issued under the authority of FAR 6.302-1 (b)(i), only one responsible source and no other supplies or services will satisfy agency requirements. Blue Raster custom designed the USNA's Arobretum Botanical Explorer "ABE" System, a plant finding system. This sytem is a tool used by the public and the scientific community to research the Arboretum's extensive collections. USNA requires regular maintenance, troublshooting and updates to maintin the systems integrity and accessiblity which is mission critical. No other kown source is familiar with the coding or the ABE System therefore Blue Raster is the only known source able to satisfy the agency's need. The applicable NAICS code is 541511 with a size standard of $25.5 million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTATIONS. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. The purchase will be made under simplified acquisition procedures, other than Full and Open Competition as authorized by FAR 6.302-1, and Statutory Authority: 41 U.S.C. 253(c) as implemented by FAR 6.302-1. Interested vendors who believe they can provide the aforementioned service are invited to submit substantiating documentation in writing to the identified point of contact within five (5) days after publication of this notice. Oral communications are not acceptable in response to this notice. This notice is for informational purposes only and is not to be construed as a commitment by the Government.
