- RFQ 1449 Schedule This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Drug Enforcement Administration (DEA) has a requirement for the lease of Optical Fiber. This combined synopsis/solicitation is issued as a request-for-quote (RFQ) for the lease of Optical Fiber. A description of the requirement is included in the attached Statement of Work. The Government intends to award a single, firm-fixed price contract. All applicable provisions and clauses, including FAR clauses 52.212-3, 52.212-4 and 52.212-5 are listed in Attachment 1. All sources shall submit a completed copy of the provision 52.212-3. All sources shall submit a quotation which will be evaluated. All vendors shall complete Section 2 of the SF-1449 (See attached) and include with its quote to allow the government to review and evaluate their respective pricing. Award will be based on technically acceptable/lowest price. For a vendor to be determined technically acceptable, they shall be able to illustrate via its respected quote that it is capable of meeting the tasks outlined in the government's Statement of Work. Evaluation factors other than price include: 1) Delivery - providing the Optical Dark Fiber connection services referenced in the Statement of Work; 2) Offerors' shall also provide an estimated lead-time for the requested services which will also be evaluated; All questions and quotes shall be submitted electronically to Ryan.F.Burke@usdoj.gov. The deadline for questions is September 19, 2016 at 10:00 AM (EST). Questions & Answers will be posted as an amendment to this solicitation. Quotes are due no later than September 22, 2016 at 2:00 PM EST.
