The draft RFP is preliminary in nature and subject to change. Actual requirements will be stated in the formal RFP. Prospective offerors are encouraged to submit questions or recommendations via email to FernandezJM@state.gov. The Department will only consider questions and recommendations received no later than 10:00 am (Eastern Time) on September 28, 2016 and submitted in the attached "Draft RFP Q&A Template". The transmittal email subject line must read "Draft SWHARC16R0009 - Questions and Recommendations - Company Name - Date." The government will not pay for information and materials received in response to this draft RFP. Responses to the draft RFP are not an offer and cannot be accepted by the Government to form a binding contract. Interested offerors should continue to monitor FBO for additional information. Telephonic questions will be not be considered nor acknowledged. Additionally, the Department does not intend to meet with prospective offerors at this time.
