Description
Federal Supply Code (FSC) 6810, North American Industry Classification System (NAICS) Code 325199, All Other Basic Organic Chemical Manufacturing. Di (-2ethylhexyl Adipate) (DOA), must be produced in accordance with MIL-DTL-82886A, DoD-D-23443B, and PBXN-109. Vendors will need to register on the ASSIST Website (https://assist.dla.mil) to view this specification. This acquisition will be solicited on a Full and Open - unrestricted basis. However, only vendors who have been approved IAW MIL-DTL-82886A will be considered for award. This procurement is for DOA used in the production efforts of Air Force Penetrator Bombs. The end user is the McAlester Army Ammunition Plant located in McAlester, OK. FOB Destination. The proposed resulting contract will be a three-year indefinite quantity, indefinite delivery (IDIQ), and firm-fixed-price contract with a three-year ordering period. The guaranteed minimum quantity is 150,000 pounds. The contract maximum quantity is 719,100 pounds for a three year period. Orders will be funded and placed on an as needed basis. All offeror(s) are responsible for complying with all of the costs associated with the pre-award qualification, manufacturing verification, and material restriction except for Government travel and Government testing. Offerors must be approved prior to proposal submission. Pre-Award qualification includes offerors providing a certificate of conformance and certificate of analysis with full analytical results listed for that specific lot, providing a sample for Government testing, in accordance with MIL-DTL-82886A, DoD-D-23443B, and PBXN-109. The Government reserves the right to request a sample from any and all offerors. The sample, if requested, shall be presented to the Government for inspection within 30 days after the solicitation closing date for Government testing to determine compliance with all specifications to produce an acceptable DOA material. The Government will then notify the contractor of conditional approval, conditional approval, or disapproval of the submitted samples. Manufacturing verification includes the Government witnessing the manufacture of the DOA at the manufacturing facility and the Government witnessing all specification testing of the initial batch of DOA. Material will not be accepted for pre-award testing unless the Government witnessed the manufacturing of the material (batch). The Government reserves the right to waive any or all requirements for the pre-award qualification, site visit, based on verifiable offerors who regularly engage in the manufacture of DOA material and provide proof that they have previously made and supplied a DOA material that was produced, presented, accepted, and consumed by the Government for MCAAP. The Army Contracting Command - Rock Island intends to issue this Request for Proposal (RFP), W52P1J-16-R-3058, via the internet at http://www.fbo.gov. Anticipated release date for the solicitation is on or about 30 September 2016 with a closing date approximately 30 days from the date of issuance. Any changes to the RFP shall also be posted to the website, and it is the contractor's responsibility to check these sites daily for any posted changes. All prospective contractors must be registered in the System for Award Management in order to be eligible for award. All contractors who provide goods/services to the Department of Defense (DoD) must be registered in the System for Award Management (SAM).
