- Notice of Intent to Sole Source a contract with K&S Associates, Inc. This notice of intent is NOT a Request for Proposal, a Request for Quotation and an Invitation for Bids, a Solicitation, or an indication that Network-9 Contracting Office (NCO-9) will contract for the items, However: any firm that believes it can provide these services may give written notification to the Contract Specialist, no later than 4:00 PM EST, September 20, 2016. If no responses are received, the VA will proceed with the sole source to with K&S Associates, Inc. This sole source procurement will utilize, 38 U.S.C. 8153 and Other than Full and Open Competition (FAR Part 6.302-1). No solicitation documents are available and telephone request will not honored.
