- Solicitation Notice/Synopsis Solicitation Number F16PS01188, Aransas/Matagorda Island National Wildlife Refuge Barge Repair The U.S. Fish and Wildlife Service, Region 2, Division of Contracting and General Services has a Request for Proposal (F16PS01188). The magnitude for this project is estimated to be between $25,000.00 to $100,000.00. This request for quotation will be advertised as a "Un-Restricted' solicitation, which will be open to all Large and Small Businesses. Location: The Barge, for this contract, is located at Port O'Conner Texas, in the county of Calhoun, Texas. Port O'Conner, Texas is located on the Texas coast, 98 miles northeast of Corpus Christi, Texas and 153 miles southwest of Houston, Texas. The actual location of the Refuge is Aransas/Matagorda National Wildlife Refuge located in Refugio County, Texas. This Refuge can be located: From the South: Follow Highway 35N to the FM 774 exit. Turn right on FM 774 and go approximately 6 miles, winding through the farm fields. Turn right again on FM 2040. Drive another 6 miles to the Refuge gate. Go to the Visitor Center to register. From the North: Travel south on Hwy 35 to Tivoli. Continue past Tivoli approximately 1 mile to the FM 239 exit (on your left). Follow FM 239 to Austwell. Upon entering Austwell, FM 239 turns into FM 774 at the curve. Continue on FM 774. Follow 774 and take a right at the stop sign. At the end of the street, take a right again. As you exit Austwell, drive ½ mile to the FM 2040 intersection. Turn left on FM 2040 and drive 6 miles to the Refuge gate. Go to the Visitor Center to register. Site Visit: Site visit will be held on 31 August 2016 at 9:00AM Texas time and it is highly suggested you attend prior to submitting proposals. Contact Greg Birkenfeld or Felipe Prieto at 361-286-3559, as they will be your only POC's for the visit. NOTE: You must be registered in the System for Award Management (SAM) to participate; offerors that are not registered will be rejected. The Contractor shall furnish all the necessary personnel, material, equipment, services to provide the following: Aransas National Wildlife Refuge has a 100' X 30' self-propelled barge. This barge is the primary means of getting equipment to and from Matagorda Island Unit of the Refuge. This barge was built in 2009 in Brownsville, Texas. It is due its ¿ Preventative Maintenance Service and Checkup besides some other known repairs. Along with using the FWS 3-2226, Preventative Maintenance checklist, the following services and known repairs are required : bottom hull cleaned, props cleaned, rudders cleaned, cooling tubes cleaned and inspected. The bottom and sides of the hull will need to be repainted and new zinc anodes installed. Check and repair all port holes (3) as needed. Replace the wheelhouse plexi-glass with industry standard glass windows. Remove and replace exhaust piping as needed (outside is known). Currently the barge has a bent rudder and is limited on the distance it can travel. Also, it's moored in Port O'Conner Texas.
