- Combined Synopsis Solicitation: Online subscription to the American Physical Society Journals This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes only the solicitation. Offers are being solicited under this notice and a written solicitation will not be issued. This procurement is for a firm fixed priced contract. The subscription period is for the 2017 calendar year with two one year options periods.. The Department of Energy (DOE), Office of Science (SC) has a requirement for current and archived online subscription access the Online subscription to the American Physical Society Journals listed below from 1893 forward. Subscription is by calendar year. Access is restricted to the Office of Science. DOE is provided with a direct link to the website which is listed on the OSTI.gov website under the pulldown tab labeled research tools via the SCE Journals link button. This for the Office of Science and is not publically accessible. This solicitation is strictly for the requirement as defined above. The appropriate NAICS code is 541519 ? Other Computer Related Services. The requirement is being awarded under full and open competition and will not be set aside for small business. Award will be made in the aggregate to the lowest priced, responsive, responsible offeror. Failure to submit an offer on all items will render the offer non-responsive.
