Sources Sought Questionnaire The 30th Contracting Squadron is publicizing this SOURCES SOUGHT NOTICE to gather information with respect to a 5-year Indefinite Delivery/Indefinite Quantity Architect & Engineering (A & E) contract at Vandenberg AFB, CA. Market research is being conducted to determine interest, socio-economic category of potential sources for the requirement along with additional information noted in attachment 1. A request for a capability statement is not required at this time nor is this a Request for Proposal (RFP) or Invitation for Bid (IFB) and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this notice. The Air Force will not be responsible for any costs incurred by interested parties in responding to this notice. Any future synopsis and or solicitation including Statement of Work (SOW) will be made available only on the Federal Business Opportunities website (https://www.fbo.gov/). Interested Parties are solely responsible for monitoring the aforementioned website for the release of a synopsis -solicitation package and/or any updates and/or amendments. The government is seeking to identify qualified, experienced, and interested small businesses capable of working in California performing the type of work as described herein. The following North American Industry Classification System (NAICS) code applies to this request of information: 541330 (Engineering Services). The size standard for this NAICS code is $15,000,000. The description of work will be identified in each individual task order. The new proposed contract would consist of multiple, firm-fixed-price, indefinite-delivery, indefinite-quantity vehicles to execute a broad range of A-E Services with a major emphasis on ordinary and complex Mechancial-Electricial, Civil and Structural Title I, Designs, including but not limited to the following: preparation of studies, designs, specifications, reports and other contract documents.at Vandenberg Air Force Base, (VAFB) California and its associated sites. The A-E Services requested include the application of sustainability concepts through an integrated design approach and designing in accordance with the U.S. Green Building Council, Leadership in Energy and Environmental Design (LEED) Green Building rating system as well as complying with the five guiding principles described for Federal High Performance and Sustainable Buildings in Executive Order 13514 and Executive Order 13423. The A-E Services will be performed across all project phases including planning and feasibility studies, environmental engineering, environmental studies, environmental permitting, preliminary design, final design, engineering services during construction, activation and commissioning. This requirement also includes Title II, A & E services for Inspection of Construction Services. The Engineering capabilities include Construction Inspection, Pre-Construction Design, and review and constructability consultation for Design Build & Construction projects at VAFB, CA. The information requested will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Should a future requirement evolve from this preliminary planning process, it is anticipated that as many as five (5) contracts could be awarded for a term consisting of one base year plus four, 1-year option periods.
