Amendment adds 52.212-2 ADDENDUM for evaluation factors. **AMENDMENT 1: The purpose of this amendment is to add the instruction to offerors via 52.212-1 ADDENDUM. Please see the attached, Synopsis-Solicitation Notice Litigation Amended, for additional details. The Addendum can be found on page 30 of the attachement. **AMENDMENT 2: The purpose of this amendment is to add the evaluation factors via 52.212-2 ADDENDUM. Please see the attached, Synopsis-Solicitation Notice Litigation Amended 2, for additional details. The addendum can be found on page 31 of the attachment. Additionally, the answers to questions recieved on or before 9/15/2016 have been posted. Lastly, the submission of offers deadline for this combined synopsis/solicitation has been extended to September 21, 2016 at 12:00Pm (noon).
