- 55 CONS/LGCZ, Offutt Air Force Base, Nebraska, intends to increase the scope of the existing Program Management, Engineering, and Acquisition Support (PMEAS) II contract on a sole source basis to Strategic Professional Resources (SPR), Inc., under authority of 10 U.S.C. 2304 (c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1. The estimated increase in scope is $24.3M, which will increase the total contract value from $75,220,168.10 to $99,520,168.10. This additional scope will cover the period from 18 February 2017 to 17 August 2020. Only one responsible source and no other supplies or services will satisfy agency requirements. The increase will permit the continuation of Program Management, Engineering, and Acquisition support to the United States Strategic Command (USSTRATCOM). The Government will not be able to compete the follow-on effort source selection before Period of Performance scope of the current contract is expended. The increase in value scope will enable the Government to maintain the necessary level of mission driven support without jeopardizing USSTRATCOM programs. This notice is neither a request for a competitive proposal nor a solicitation for offerors. Interested parties may identify their interest and capability to meet the requirement; however, the determination not to compete this addition of scope value is solely within the discretion of the Government. The Government will consider information received solely for the purpose of determining whether to conduct a competitive procurement in the future.
