Description
GENERAL INFORMATION: The U.S. Fish and Wildlife Service (USFWS) - Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232, is issuing a Presolicitation Notice for Fish Carcass Removal Services for Coleman National Fish Hatchery (NFH) - Anderson, CA. THE WORK CONSISTS OF: - During spawning season (i.e. October 01 thru March 31), fish carcasses need to be removed from the Hatchery. Carcasses are salmon which have expired before being spawn. Carcasses are of poor quality and are not eligible to be donated to Native American Indian Tribes or food banks. Instead, carcasses would be ideally used for fertilizers. - The schedule is to be coordinated by communication with hatchery personnel / Technical Coordinator. The total load for the year is approximately 3100 fish (23.5 lbs. average weight) or 72, 850 lbs. for the year. - The Hatchery will use a dumpster forklift to dump totes full of fish carcasses onto the contractor ¿s transport vehicle. Totes will remain onsite for Hatchery reuse. - Prior to commencement of work, contractor and Technical POC shall agree to a weekly, twice-a-week pickup schedule. Additionally, contractor shall notify the Technical POC as to how they plan on disposing the fish carcasses. Changes to the schedule or disposal process thereafter shall be agreed to by the Technical POC in writing. - During spawning season, removal is required twice per week; however, additional removal may be required depending on volume. If the Government requires an additional, unscheduled pickup, the contractor will be notified by the Technical POC. Upon notification, contractor shall perform the unscheduled pickup within 24 hours. EVALUATION: Award will be made to the responsive offeror providing the lowest price. Because there are optional items, in accordance with FAR Provision 52.217-5: - the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). DATES, SET-ASIDE INFORMATION AND GOVERNMENT POC: The solicitation, specifications and other attachments will be available for download on FedConnect (http://www.fedconnect.net) on or about August 26, 2016, with an anticipated quote due date by close of business on September 16, 2016. Quotes can be emailed directly to karl_lautzenheiser@fws.gov. In order to view these documents, prospective offerors shall go to FedConnect and click on Search Public Opportunities Only. From there, change the Search Criteria dropdown menu to Reference Number, type the solicitation number into the adjacent text box and click on Search. The anticipated award date will be on or about September 20, 2016. The base period of performance of the resulting contract will be approximately from October 01, 2016 to March 31, 2017. Contract will include two optional periods, which will carry out the service thru March 31, 2019. This is an 100% small business set-aside procurement. The applicable NAICS code is 562119 (Other Waste Collection) with a small business size standard of $38.5 Million. All responsible sources may submit a quotation which shall be considered by the Government.
