- The Contracting Department, NAVSUP Fleet Logistics Center (FLC), Norfolk intends to award a Firm Fixed Price contract and will utilize procedures under FAR Part 12 and FAR Part 13 with a responsible contractor who can provide, install and program the brand name item, Motorola GTR 8000 Repeater Communication Equipment, as required by Forces Surveillance Support Center. The contractor shall provide all necessary supply and services. This requirement will be set-aside for Other Than Full and Open Competition based on Brand Name requirement; therefore, all responsible business concerns that possess the manufacturer ™s (Motorola) authorized vendor (Value Added Reseller) certifications to provide, install and program this brand name specific item may submit a quotation, which shall be considered by the agency. A complete RFQ package will be available on or about 16 September 2016, by downloading the documents at NECO website: https://www.neco.navy.mil/ or FEDBIZOPPS website: https://www.fbo.gov/. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The North American Industry Classification System (NAICS) code for this acquisition is 811213 “ Communication Equipment Repair and Maintenance and a size standard of $11 million. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
