- Notice of Intent - The USDA, ARS, SEA intends to award a sole source procurement to Mississippi State Chemical Laboratory, 1145 Hand Lab, President's Cr, P. O Box CR, Mailstop 9572, Mississippi State, MS 39762-5622, as they are the sole source for this type of analysis pursuant of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. We require samples be analyzed with a LC -MS/MS (liquid chromatograpy with mass spectrometry) that reads chemical contents in plant tissues in measurements of parts per billion. Specifically, we require cotton leaf samples to be analyzed for amounts down to parts per billion of several different insecticides including: acephate, chlorantraniliprole, imidacloprid, lambda-cyhalothrin, and sulfoxaflor. We require that results from approximately 400 samples be accurately measured and results returned within 30 days of delivery. We also require that tissues will be excised and transported to the laboratory on the same day to prevent degradation of plant samples and thus require a lab location which the samples can be physically delivered to the processing facility from Stoneville, MS on the same day. The Mississippi State Chemical Laboratory is the sole source of this type of chemical analysis that is in the proximity of Stoneville, MS where samples can be delivered on the same day. The Mississippi State Chemical Lab has analyzed our previous samples for pesticide content and these additional requested samples are a continuation of the same test. The use of the Mississippi State Chemical Laboratory will reduce potential variation or bias in the chemical measurement comparisons of these additional samples. The Government intends to award a firm fixed price Purchase Order on or about September 21, 2016, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, September 20, 20162. Information received will be considered solely for determining whether to conduct a competitive procurement.
