- Attachment 2 - Polar King Drawing Attachment1 - SF 1449 and Solicitation Clauses and Provisions Addendum I - Note to Offeror/Specifications Combined Synopsis/Solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Federal Acquisition Regulation (FAR) Part 13 authorizes the use of simplified procedures for this acquisition. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotation will not be issued. This combined synopsis/solicitation will result in one fixed-priced purchase order. (ii) The reference number is __AG-6395-S-16-0227__ and the solicitation is issued as a request for quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Agriculture Federal Acquisition Regulations supplement (AGARs) can be accessed on the Internet at http://www.acquisition.gov/far and http://www.usda.gov/procurement/policy/agar.html. (iv) It is anticipated that one purchase order will be awarded. This procurement is set aside for small businesses only. The associated NAICS code for this effort is _336212__ and small business size standard is _1000 employees_. (v) This requirement consists of _1__ contract line item for a Polar King brand refrigerated trailer per Brand Name or Equal Specifications. The Note to Offeror with the attached Specifications is provided in Addendum I to this combined synopsis/solicitation. The offeror shall return a completed copy of the Note to Offeror and listed items with its quotation. (vi) Delivery and acceptance of deliverables will be FOB destination. (vii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. (viii) The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. The Government will award a contract resulting from this solicitation to responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical specifications of the item offered to meet the Government's Brand Name requirement; (ii) price; (iii) past performance. Technical specifications and past performance, when combined, are equally important when compared to price. A competitive firm-fixed price, purchase order award will be awarded to the responsible firm with the best value quote trading off expected value against probable costs. The quote, at a minimum, must meet or exceed the acceptability standards for non-cost factors: technical specifications and past performance. Additional guidance on price and past performance is provided under provision 52.212-1. (ix) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. FAR clauses and AGAR clauses identified in Attachment 1 are considered applicable to this acquisition. (xiv) Quotations are due to the Contracting Officer via EMAIL no later than 3:00 pm Central Time on Thursday, _September 22, 2016_. (xv) The assigned Contract Officer is Michael Chiodi.
