Description
NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source contract under the authority FAR 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available" to Kulite Semiconductor Products, Inc., Leonia, New Jersey for Miniature High Output Transducers - 6 PSIA and 12 PSIA; part numbers XCS-062-6A and XCS-062-12A. Justification is based upon the following facts: 1. An isothermal cylinder inside of the conical probe which holds and heats the transducers was specifically designed for use with the 0.62" diameter Kulite pressure sensors. Kulite also offers options (fifth wire temperature output, digital temperature compensation, teflon jacketed cables). No other vendors were found to have a sensor that meets the technical requirements (form factor, sensitivity, accuracy, features). 2. Given that the isothermal cylinder was designed specifically for use with the Kulite 0.62" diameter ultra-miniature pressure transducers, a different sensor would require a redesign of the isothermal cylinder, and possibly the entire conical probe, at significant cost to the government. 3. Market research was conducted and it has been determined that this is a sole source requirement. These reasons justify procuring the required services exclusively from Kulite Semiconductor Products, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 26, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency.
