J-9 Attachment 7 J-8 Attachment 6 J-7 Attachment 5 J-6 Attachment 4 J-5 Attachment 3 J-4 Attachment 2 J-3 Attachment 1 J-2 Exhibit B J-1 Exhibit A N00173-16-R-JM01 Solicitation This announcement constitutes a Request for Proposal (RFP) in accordance with the Federal Acquisition Regulations (FAR) Part 15. The Laboratories for Computational Physics and Fluid Dynamics (LCP&FD) at the Naval Research Laboratory (NRL) intends to solicit for research leading to and the application of advanced analytical and numerical capabilities that are relevant to NRL, Navy, DoD, and other Government agencies. This research is pursued in the fields of compressible and incompressible fluid dynamics, reactive flows, fluid/structure interactions including submarine and aerospace applications, atmospheric and solar geophysics, magneto-plasma dynamics, application of parallel processing to large-scale problems such as unsteady flows of contaminants in and around cities, advanced propulsion concepts, flame dynamics for shipboard fire safety, jet noise reduction, and other disciplines of continuum computational physics as required to further the overall mission of NRL. The general tasks that will be required during the life of the contract are described as follows: •The development and maintenance of state-of-the-art analytical and computational capabilities in fluid dynamics and related fields of physics; •The establishment of in-house expertise in parallel processing for large-scale scientific computing; •The performance of analyses and computational experiments on specific relevant problems using the above capabilities; and •The transfer of the above technology to new and ongoing projects through cooperative programs with the research Divisions at NRL and elsewhere. This procurement will be conducted through the use of Full and Open (F&O) competition. The North American Industry Classification System (NAICS) code for this procurement is 541712 (Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology)), with a Small Business Size Standard of 1,000 employees. The Government anticipates the award of a single award indefinite-delivery, indefinite-quantity (IDIQ) contract with an ordering period of five years and total maximum ordering quantity of approximately $6.29 million. Task orders are expected to be issued as Cost-Plus-Fixed-Fee (CPFF) orders. They may be of either Completion or Term type. Award will be made based on the best value to the Government through the tradeoff source selection process. The Statement of Work will be available as part of the Solicitation. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov. The solicitation will be available at Federal Business Opportunities (FedBizOpps) at www.fbo.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the FedBizOpps website. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. Proposals will be due 30 days after the solicitation is issued.
