- The USDA, ARS, Western Regional Research Center, Albany, California has a requirement for video-based drop shape/contact angle analyzer with software controlled measurement and analysis of the static and dynamic contact angle for automatic contact angle measurements and surface free energy calculation. System must provide manual and software controlled LED illumination/lighting. The analyzer must include high resolution at least 1200x800 pixel and high-speed camera with 6.5x zoom lens and USB 3.0 interface. The analyzer must include a sample stage/size at least 105W x 105D mm with sample size up to 320x∞x270 mm (WxDxH). Provide computer with pre-installed system software and Windows 7 operating system, 64-bit dynamic foam analyzer (DFA100), i7 processor with dual-core or quad-core or higher and 4 GHz or higher, 8 GB main memory, SSD hard disc, 1920 x 1080 pixel, 2 x USB 3.0 port, 1 x PCIe slot for IEEE 1394b PC board, 2 x USB 3.0 ports, 1 x RS232, and 24-in monitor. Provide installation/set-up/commissioning, on-site training, user manuals, warranties and shipping/freight fees. This solicitation incorporates the following commercial FAR clauses by reference 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5. The following applicable FAR clauses are incorporated by reference: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.225-13, 52.232-33, 52.232-36 (FAR clauses may be obtained at www.acquisition.gov). Interested vendors are encouraged to submit proposals including descriptive literature (refer to FAR 52.214.21) to Clarice Dixson, USDA, Agricultural Research Service, Western Regional Research Center, 800 Buchanan Street, Albany, CA 94710 or by e-mail to Clarice.Dixson@ars.usda.gov no later than 2:00PM PDST September 20, 2016.
