Historical Data Labor Position Sources Sought Notice Statement of Work Solicitation Number: NNX16597776Q Notice Type Presoliciation Synopsis: The National Aeronautics and Space Administration (NASA) is considering conducting a procurement for the award of a single, firm-fixed-price Agency-wide contract for both acquisition support services and contract closeout services. This contract will require on-site performance of the services at the following locations: Ames Research Center, Armstrong Flight Research Center, Glenn Research Center, Goddard Space Flight Center, Johnson Space Center, NASA Management Office at the Jet Propulsion Laboratory, Kennedy Space Center, Langley Research Center, Marshall Space Flight Center, NASA Shared Services Center, Stennis Space Center, and their satellite offices. Acquisition support services are provided through a number of Center contracts set to expire within the next 1-3 years. Contract closeout services are currently provided under a single Agency-wide contract, which will expire on September 30, 2017. The objectives of this sources sought synopsis are to gauge industry's interest in this requirement, improve NASA's knowledge of industry's capabilities, assist with any set-aside determination, and solicit information that will enable NASA to better prepare a solicitation that meets the Agency's requirements. The NASA Shared Services Center is soliciting information from industry to identify sources with the capability to preform acquisition activities and administratively close acquisition instruments at each of the nine NASA Field Centers, NASA Management Office at the Jet Propulsion Laboratory, and the NASA Shared Services Center. Overall coordination of these activities is provided by the NASA Shared Services Office of Procurement located on Stennis Space Center in Hancock County, Mississippi. There is not a requirement for an on-site presence at NASA Headquarters. Acquisition support services to be performed include pre-award activities such as: receiving requirements packages; performing market research; developing solicitations; creating required file documentation; and entering data into current NASA information management systems. Post-award activities include: entering information into FPDS-NG; distribution of contracts and modifications; preparing contract file documentation; and assisting with non-inherently Governmental contract administration tasks. This list of tasks is not all inclusive of the pre-award and post-award functions that may be required. The Contractor will perform closeout activities in accordance with FAR Subpart 4.8 and NASA FAR Supplement (NFS) 1804.8, or by using quick closeout procedures in accordance with FAR 42.708 and NFS 1842.708. Grants closeout will be in accordance with the guidelines specified in NPR 5800.1E, Grant and Cooperative Agreement Handbook 14 CFR 1260 and 2 CRF 1800. Acquisition instruments to be closed include contracts, purchase orders, grants, cooperative agreements, and interagency agreements. The estimated number of instruments available to be closed each year is approximately 11,000. The Contractor will be required to utilize NASA's financial management system (SAP) to assist in the closeout process. It is anticipated IDIQ task orders utilizing fully-burdened fixed-price labor rates will be used to order acquisition support services and that a firm-fixed-price IDIQ task order will be awarded for the contract closeout services. The period of performance will be five years consisting of a one-year base period and four 1-year option periods. The NAICS code and the small business size standard for this procurement are 561110 and $7.5M, respectively. This contract will include an Organizational Conflict of Interest (OCI) clause that will place restrictions on a company's ability to pursue additional NASA work. To assist NASA in evaluating this procurement opportunity, we are seeking the following information from industry: 1) The name and address of your company? 2) Primary point of contact, phone number, and e-mail address of your firm. 3) Type of small business concern (e.g., SDB, WOSB, 8(a), HubZone, etc.). 4) How long has your company been in business? How long has your company been involved in acquisition support services and contract closeout? 5) What is the level of interest of your company to participate in this procurement (prime or subcontractor)? 6) Does your company currently perform acquisition support services and/or contract closeout services for a Government Agency? If so, what Agency and at what locations? 7) If your company provides acquisition support services, what types of tasks do they perform (closeout, data entry, preaward contract tasks, contract administration, etc.)? 8) Does your company have experience using NASA IT systems such as the Contract Management Module (PRISM) or NASA's financial management system (SAP)? Does your company have experience entering data into the Federal Procurement Data System (FPDS-NG)? 9) Does your company have the ability to provide acquisition support services and contract closeout services at all the NASA sites listed above? If not, at which locations? 10) How does the presence of an OCI clause affect your company's interest in this requirement?
