- WILLOW BEACH NFH - WELL #3 DEEPEN This solicitation is for commercial items prepared in accordance with the format in FAR Subpart 36.213-2/3, as supplemented with additional information included in this notice. The solicitation number is F16PS01014 and is issued as a request for quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-88. The associated North American Industrial Classification System (NAICS) code for this procurement is 221310 (Water Supply and Irrigation System) with a small business size standard of $27.5 million. The magnitude for this transaction is between $25,000.00 and $100,000.00. This requirement is being advertised as full and open and only qualified offerors may submit bids. FOB Destination shall be Willow Beach National Fish Hatchery, Arizona. The intent of this action is to make an award that will be a firm fixed price contract, utilizing simplified acquisition procedures under Full and Open competition, after exclusion of sources. The following terms and conditions are incorporated by reference: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-2 Evaluation - Commercial Items (lowest price technically acceptable) FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. The contractor's proposal will be incorporated by reference. ***Question Submission: Interested offerors must submit any questions concerning the solicitation prior to 18 August 2016, to enable the Buyer to respond. Questions must be submitted by email to tom_Ketcham@fws.gov. Questions not received by 18 August 2016 may not be considered.*** This solicitation is for: Willow Beach Well Number three (3), to drill deeper, one hundred feet. The work shall consist of all labor, equipment, supplies and materials, to deepen well with AZ State Registration # 91746 (FWS Asset # 10067149) to 100 feet below its current depth of 98 feet and to re-install pump and motor, lengthen electrical connections, and reduce the existing 10-inch (from natural ground to depth of 98 feet) to 8-inch stainless pipe an additional 100 feet below its current depth. (see Statement of Work). Place of Performance: Willow Beach National Fish Hatchery, 25808 N. Willow Beach Road, Willow Beach, Arizona 86445. Tradeoff Process (formerly Best Value) will be the evaluation factor used on this project. When all evaluation factors other than cost or price, when combined, is significantly less important than cost or price. See attached Provisions and Clauses document, which applies to this solicitation.
