- J&A Sole Source The Army Contracting Command, Tenant Contracting Division, Aberdeen Proving Ground intends to issue a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, 10 USC 2304 (c ) (1) to SIXTYHZ LLC, 2128 Whitman Way, Marriottsville, MD 21104. NAICS Code is 541511 and Business Size standard $27,500,000. The contractor shall provide the following: The Aberdeen Test Center requires one year of engineering and software support for preventative maintenance, tuning, and repairs of a Dynamic Target/Scenario Projection System. The projection system's visual operating system will be replaced to improve overall performance and efficiency. The contractor will develop the software which is necessary for the new operating system to be compatible with the unique configuration of the existing projection system that was created by the manufacturer, SIXTYHZ. SIXTYHZ is the sole source who owns the proprietary rights to the software database and the existing software and hardware are not compatible with any other similar products. Please see the attachment labeled, "justification" for further details as to why this action is being negotiated solely with SIXTYHZ, LLC, Cage Code: 758M8.. There are no solicitation documents; however, contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. Vendors who are not registered in System For Award Management (SAM) database prior to award will not be considered. Vendors may register with SAM by going on via the web to https://www.sam.gov. Responses must be received no later than 10:00 a.m., Eastern Daylight Time, 7 September 2016. Responses should be submitted electronically to sharon.a.gary.civ@mail.mil. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. TELEPHONE REQUEST WILL NOT BE HONORED.
