Description

The El Paso VA Health Care System, located in El Paso, TX 79930, is seeking Service Disabled Veteran Owned Small Business or Veteran Owned Small Business sources capable of providing the supplies listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12. Lease of Mail Processing Machines/Equipment for a base plus four (4) option years SPECIFIC TASKS Provide equipment meeting specified requirements for printing postage on outgoing correspondence (letters or parcels) or on labels to be affixed to outgoing correspondence. Requirements A. Minimum Equipment Specifications: 1. Automatically process mail up to 12" x 15", up to 3/4 " thick and up to 16 oz. 2. Allow for the stacking of envelopes up to 30 lbs. on the feeder conveyer. 3. Include an integrated scale platform capable of measuring up to 30 lbs. 4. Automatically detect and process flat/post card sized mail of 13" x 15". 5. Capable of processing dark colored mailing materials. 6. Include in-line processing weighing and shape detection and must be capable of applying the appropriate surcharge for oversized mail. 7. Must automatically feed mail from a mail receiving tray. 8. Must run at speeds of 280 letters per minute, when mail is of the same size and shape. 9. Must run at speeds of 140 letters per minute, when mail is of mixed size and shape. 10. Must include printing capability for the printing of reports on standard letter size paper. 11. Must include a high-speed LAN line connection to download USPS postage rate changes. 12. Include a user control center complete with digital/electronic readout. 13. Must include an integrated barcode scanning system for confirmation services. 14. Must have capability to print postage labels meeting USPS Intelligent mail package barcode (Impb) requirements. 15. Provide Local or Toll-Free telephone number for technical support between the hours on 8:00 A.M. and 4:45 P.M. MST. B. Supplies: 1. Vendor will provide all supplies required to support the mail postage machines within 2 days of request for EPVAHCS. Supplies to be provided include ink cartridges, or toner, if required, meter tape for large envelope and package labeling to accommodate the IMpb labeling, as required. C. Minimum System Requirements: 1. The system must include the ability to download and apply current United States Postal Service (USPS) postage rates. 2. The system must also have the capability of printing multiple postage tapes based on data input by the user. 3. The system must allow for the set-up of multiple accounts and must have the capability of generate reports. Reports will show the cost and count of mail sent and balance remaining on the account. The North American Industry Classification System (NAICS) is 532420, Office Machinery and Equipment Rental and Leasing with a small business size standard of $32.5 Million.
